【摘要】 我国的农村剩余劳动力问题是随着改革开放以来工业化的发展和农业劳动生产率的提高而出现的。经过多年的持续努力，我国在农业剩余劳动力就业方面取得了不小的成就，逐步形成了农业内部消化和外部吸纳相结合的多种转移模式。尽管如此，我国农业剩余劳动力充分就业的任务远未完成，还面临着一系列拯待解决的问题。因而，总结我国改革开放以来农业剩余劳动力转移的经验教训，寻求安置农业剩余劳动力的有效途径，具有重要的理论和现实意义。 本文从分析我国农村剩余劳动力的现状、产生原因及特点入手，并研究了日本工业化工程中农村劳动力转移的过程，依我国实际从中得出若干启示，在此基础上提出了农村就业岗位开发策略。分三个方面论述了这一策略——农业内部就业岗位开发、乡镇企业与农村就业岗位开发以及小城镇建设与农村就业岗位开发，论述了在这三个方面进行农村就业岗位开发的潜力与优势、制约因素并提出了相应的对策和建议。最后，本文探讨了农业、乡镇企业和小城镇三者的互动并提出了若干政策建议和配套措施。更多还原

【Abstract】 The problem of surplus rural labours in China arose with the develop of the industry and the improvement of agricultural labor productivity since reforming and opening.With continuous effort for more than twenty years,China has achieved great achievement in the transformation of surplus labor in agriculture, and formed many kinds of transformation modes that are represent by present’s leaving the land but not leaving their hometown, transformation in the local, and make agriculture inner divestures connectedly with outside abstract.Inspite of these,the problem of the rural labours’ being fully employed is far from be solved.We are still faced with many urgent problems.So it is of great importance in theory and in practice to summary the experience and lesson in the transformation of surplus labor in agriculture since reformation and opening-up,and to find the good ways to promote China’s rural employment.In this article,what are first analyzed are the status quo,the causes and traits of the surplus rural labours in China.Then the history the shift of the surplus rural labours in Japanese is researched and get some apocalypses for our country and bring forward the policy of creating employment opportunity in rural areas.In the article, this policyis discussed in three aspects-creating employment opportunity in agriculture,intownship enterprises and in small towns.In every aspect,the potential,disadvantages and countermeasures are discussed and at the end of the article, it is discussed how the three aspects interact on the others and some policy suggestions are given.更多还原
