【摘要】 一直以来，我国地域辽阔的欠发达地区由于自然条件恶劣、交通闭塞等原因使得社会经济发展极度落后，更谈不上可持续发展。因此，在我国积极探索和推行可持续发展的背景下，把欠发达地区的可持续发展作为一个研究的中心，对于欠发达地区摆脱贫困落后的现状，促进其经济、人口、社会和资源与环境的协调发展具有不可估量的现实意义。 为此，论文在采用发展程度指数计算分析的基础上，从欠发达地区的界定入手，分析了欠发达地区落后的根本原因，并指出欠发达地区可持续发展存在的突出矛盾及缺陷与障碍，为欠发达地区可持续发展排除阻碍。论文试图从经济、人口、社会、资源与环境四个角度来构建欠发达地区可持续发展评价指标体系。该指标体系运用层次分析法计算欠发达地区可持续发展能力，对欠发达地区的可持续发展进行评价。同时，论文对该指标体系是否可行进行了验证。 依据构建的欠发达地区可持续发展评价指标体系，论文对重庆市彭水县的可持续发展进行了实证分析，在成因分析的基础上指出其存在的差距及具备的潜力，提出彭水县其可持续发展的主要措施，并据此提出了欠发达地区可持续发展的对策建议。更多还原

【Abstract】 For a long time, the less developed region in our country has far-flung zone. However, due to its foul nature condition, occlusive traffic and so on,its development of society and economy is greatly behindhand, it is not more impossible to say that its development of society and economy is the continuable development. So, when the continuable development is actively probed and pursued in our country, there is practical meaning to look at the continuable development of the less developed region as a center of researching. Because that can help to get rid of needy and behindhand present situation, and to accelerate harmonious development among the economy, the population, the society and the resource and environment in the less developed region.To this end, on the base of calculating and analysis of development degree index(DDI), starting from the definition of the less developed region in our country, the article has analyzed behindhand radical reasons in the region, and pointed out the existing extrusive contradiction and the bug and holdback in the continuable development. Which can remove the baffle of the continuable development in the less developed region. The article has tried to construct the index system of continuable development in the less developed region from 4 angles.The index system adopts the analytic hierarchy process (AHP) method to calculate the continuable development ability,and evaluates the continuable development in the less developed regionAccording as the index system of continuable development in the less developed region that has been constructed, the article has carried through demonstration analysis of the continuable development in Pengshui in Chongqing. On the base of analyzing the cause of formation, the article has pointed out some primary measures to accelerate the continuable development in Pengshui. From above analysis, some countermeasures and advice of the continuable development in the total less developed region in our country has also been pointed out.更多还原
