【摘要】 随着我国信息化前进的步伐以及互联网技术的迅速发展，电子政务的发展也越来越快。以电子政务为核心的政府信息化是推进我国国民经济信息化的关键。 当电子政务建设不断深入，暴露出服务程序复杂，服务质量低，提供决策支持少，自动流程处理支持差等问题。传统的建模方法中各个视图主要是针对一个集中式政务的静态视图，无法适应网络化环境下经常变化的信息集成、资源集成、过程集成和业务间集成。 本文引入了虚拟组织的概念，在传统建模方法的基础上提出了基于服务的电子政务虚拟组织建模方法，构建以市民为中心，以为公众提供高质量、高水平在线服务为重要目标的“横纵结合”的电子政务模型系统。电子政务虚拟组织建模的体系结构将建模分为基础件模型构建、虚拟组织模型构建和建模构件模型构建三个过程。基础件模型创建了一个统一的管理运行环境，体现政府部门的共性特点，满足政府部门下一步个性化需求。虚拟组织模型是基础件模型到应用实现的一个过渡模型，详细分析了某一批业务存在的特征。建模构件模型是各个政府部门本身业务过程的体现。基于服务的虚拟组织建模方法适用于各类电子政务复杂系统的建模，更符合电子政务系统的设计和实施的过程。采用分层建模的方法，设计成可重用的和柔性的组件模型，从根本上改变人们传统的服务观念。在各个虚拟组织成员已存在模型的基础上，依据服务要求，对模型进行重新整合，提高了电子政务系统原有建模成果的可重用性，缩短了建模周期，降低了成本。更多还原

【Abstract】 With the information-based advancing steps of our country and the rapid development of internet technology, e-government has been developing more and more quickly.During the development of e-government construction of our country, the problems are exposed. These problems include service procedure complexity, the service quality cheesy, decision support lack and automation flow procedure scarcity. The information integration, resource integration, process integration and affair integration are variational in the environment of network.The concept of virtual organization is led into e-government, a service based e-government virtual organization modeling method is put forward. The horizontal and vertical combination system model of e-government is built, in order to provide high quality and level service online. Three processes, foundation model, virtual organization model and component model, are chosen to set model of e-government virtual organization structure. Foundation models present the commonness of government department and meet the next individuality. Virtual organization models particularly analysis the characters of operation. Component models are the description of each government department operation process. The method can be used to model the complex e-government system. The system is designed to reused flexible component model using layered mode. The people’s traditional service ideas are changed. According to service demand, the models are renewedly comformed basing on the existing models of members. So the inhere models can be reused, the modeling cycle time is shortened and the costs become fewer.更多还原
