【摘要】 在21世纪这个海洋世纪里,沿海地区可持续发展相关研究应受到学术界及其他社会各领域的普遍关注和重视。在社会、经济、文化等各方面,海洋对我国沿海地区乃至全国可持续发展的贡献极大,系统地对这一贡献的作用程度、作用机制等进行具体分析有深刻的理论意义和广泛的实践意义。本文在综述相关学科理论及相关研究的基础上,主要从以下几个方面展开论述,即我国沿海地区经济发展与资源短缺的矛盾,沿海地区经济发展受到淡水资源、土地资源、矿产资源、能源等资源短缺的严重制约;海洋对沿海地区可持续发展的贡献,海洋在资源供应、经济发展、社会发展、生态环境等方面都有着不可替代的巨大贡献;海洋对沿海地区可持续发展贡献作用机制分析,海洋对人类的贡献作用是海洋生态系统进化的必然,是系统开放性所决定的物质能量和信息的交流,同时也是人类社会需求的拉动的结果。最后本文提出保证海洋对人类持续贡献的几点建议,认为为保障海洋对沿海地区乃至全国社会经济可持续发展,一定要树立海洋国土观、加强海洋综合管理和制定海洋开发总体规划、完善海洋法律法规、大力发展海洋科技,培养海洋高科技人才。更多还原

【Abstract】 The 21st century is an era of ocean development during which the academic field other walks of life should focus their attention to the sustainable development of the coastal area. The ocean contributes a lot to the sustainable development of the coastal area and even the whole nation in the aspects of society, economy and culture. So systematically analyzing the extent and mechanism of the contribution is not only theoretically significant but also practically significant. Based on the summary of the relative study and theories, this paper mainly probes into the problems as follow: (1) the contradiction between the quickening development of coastal area and shortage of the natural resource. The development of the coastal area is seriously restricted by the lack of such resources as fresh water, land, mine, energy and etc;(2)The contribution of the ocean to the sustainable development of the coastal area. Sea makes much contribution to the development of the coastal area in the fields like resource supply, economic development, society development and ecological system and environment. (3)The quantitative analysis of the sustainable development of coastal area; (4)The analysis of the mechanism of the contribution. The contribution made by the sea is a necessary result of the evolution of the whole oceanic ecological system. It embodies the flows of matter, energy and information brought on by the open nature of the system. And it is also the consequence of the pulling of the mankind demand. And at the end, this paper puts forward several suggestions about how to maintain the sustainable contribution of the ocean to the development of the coastal area. We propose that a new concept of ocean be erected, the comprehensive management be conducted and the overall oceanic development program be established, perfect the system of law and regulation concerned with sea, step up the development of oceanic technology and bring up a group of technological talents.更多还原
