【摘要】 20世纪80年代以来,世界上所有发达国家都己相继建成了国家级的教育和科研计算机网络,并成为这些国家教育和科研工作最重要的基础设施,从而促进了其教育和科研事业的迅速发展。我国从1994年起开始投资建设中国教育和科研计算机网络(China Education and Research Network,简称Cernet)。同时,也加快了我国高校校园网建设的步伐。对高校校园网建设的理论与实践等诸多问题非常值得我们去思考、研究。本文从高校管理者的宏观角度系统地探讨高校校园网的建设。提出了采用项目管理的方法,运用项目生命周期把高校校园网项目建设划分系统规划、系统分析、系统设计、系统实施、系统运行和维护五个阶段,并实施管理;针对目前各高校校园网普遍存在信息资源建设滞后的问题,找出问题的根源、提出建设的内容、阐述了解决问题的方法和策略;对校园网的组织管理结构进行了设计;运用模糊综合评价的方法对校园网的综合应用建立评价模型,并实施评价;并选择一所有一定代表性的中小型高校进行了实证研究。高校校园网建设是一个较为复杂的系统工程,交叉了有关管理、经济、计算机、通信、网络、信息、教育等多学科的知识。国外关于高校校园网建设的理论研究开始于20世纪80年代,至今不过20余年,其理论尚不成熟;我国从20世纪90年代中期,才开始对其进行理论和实践研究,还没有形成系统、成熟的理论。因此,本文的研究与探讨不仅对我国高校校园网建设做出了系统总结和较为深入的分析,而且对我国高校校园网建设理论的发展和完善有一定的补充作用。我国共有1000多所高校,已建成的真正意义上的校园网的高校,不过四五百所,还有近一半的高校正着手建设。己建成校园网的各高校正在加紧建设自身的校园网信息资源库,以便充分发挥校园网对教学、科研、管理等强大的支持功能,因此,对信息资源建设的系统研究显得十分必要。本文系统地总结了以往高校校园网建设的经验,并较为深入地研究了校园网信息资源建设的思路,对今后我国高校校园网及其信息资源建设具有一定的借鉴作用。更多还原

【Abstract】 Since 1980’s, all the developed countries have built up national computer net of education and scientific net, which have been the most important infrastructure of education and scientific research in these countries and facilitate their development. China began to invest in building Cernet (China Education and Research Network) since 1994. At the same time, it takes rapid steps to set up its college campus. There is lots of problems about the theories and practice which are worth thinking and researching.This paper systematically discusses the construction of college campus net from the view of manager .It puts forward the method of project management, which divides the net into five phases: system plan, system analysis, system design, system implement and system operation and maintenance to manage. Aiming at the problem of stagnation of information resource construction, it finds the reason, puts forward the content and expounds the way and strategy of the question. It also designs the management structure of the organization; use fuzzy evaluation method to give a model of the application of campus. Finally, it selects a typical college to make demonstration research.The construction of college campus net is a complicated systematical project, which involves knowledge of management, economy, computer, communication, net, information and education. The research of college campus net construction abroad began since 1980’s which is less than 20 years till today and its theory is not mature. China began to research on it since the middle of 1990’s so it has not systematical and mature theory. So this paper not only makes a systematical summary and deep analysis for the net but also make a supplement for the development and improvement of it.There are 1000 colleges in China, of which only 400 to 500 universities have built up their campus net and another half are beginning to construct. The former are setting up their net information resource base to exert its support function of <WP=7>teaching, research, management and so on. So it is imperative to develop systematical research of the net. The paper summarizes the experience of the net construction before, makes a deep research on the train of thought of the net information resource construction, which can use for reference for the construction of the net and information resource.更多还原
