重庆天然气化工产业聚群研究

【摘要】 重庆是我国西部地区最大的中心城市和唯一的直辖市,是西南工业重镇和交通枢纽,具有重要的战略地位。随着重庆直辖和国家实施西部大开发战略的及我国加入世界贸易组织,重庆的化学工业获得了空前的发展机遇。国家陆续在重庆布局定点了包括基本化学原料、有机化工原料、染料、涂料、农药、橡胶加工在内的化工基地,并在“九五”时期正式把重庆列为全国综合化工基地。同时,重庆发展资源型经济迅速发展了新兴的天然气化工和精细化工产业,形成了重庆化工的二大特色,初步建成了我国西部地区独一无二的行业齐全、配套完善、综合发展的产品结构体系。但是,天然气化工是庞大的系统工程,上中下游一体化,需要统筹规划,协调发展,重庆还缺乏一个包括产业发展与科技开发相结合的天然气化工全面专业的规划,存在天然气开发及生产的管理体制制约、存在天然气价格制约了天然气化工的发展企业的技术装备水平低,生产规模小、天然气化工产品加工深度不够,产品的附加值低天然气化工企业,研究开发投入严重不足布局分散,低水平重复建设严重。论文就重庆天然气化工发展应用国际先进的产业聚群理论进行了深入的研究和探讨。第一部分,深入全面分析了产业聚群理论阐述,并分析了形成产业聚群的条件,同时指出产业聚群是发展地方经济的必由之路,同时在对我国现有产业聚群进行研究的基础上,对我国的产业聚群进行了分类,研究提出我国产业聚群发展的经验,并在分析重庆产业聚群现状后提出重庆经济发展也必需走产来聚群之路。第二部分,运用产业聚群理论,对重庆发展天然气化工的资源条件和发展的综合优势进行分析,提出以新型工业化发展、创新发展、全方位开放和可持续发展为战略大力发展天然气化工,以现代天然气化工、化工新材料和洁净先进新能源作为重点投资领域,以乙炔化工、醋酸深加工、甲醇及深加工、光气衍生物和天然气化工新技术为重点发展方向,以长寿化学工业园区、涪陵化肥工业园区和万州盐气化工园区为主要格局。使天然气化工沿着上、下游一体化和与精细化工相结合的轨道得到长足的发展,努力把重庆建成国内规模最大、技术最先进的天然气化工基地。第三部分,对重庆投资环境进行分析,研究政府在培育、发展天然气化工产业聚群的作用。本文的研究结果能为有关政府机构和相关行业、企业制定或实施天然气化工产业政策和经济对策提供参考和依据,也将加深广大公众对重庆天然气化工产业结构调整与升级的关注和了解,促进区域经济协调发展。

【Abstract】 As the largest central city and the only municipality in the western China, Chongqing is the southwestern commercial and industrial hub with great strategic status. A great opportunity appears for the development of Chongqing Chemistry Industry, with the enhancement of the administrative status of Chongqing, the triggering of Great Development of Western China and the China’s entrance of WTO. From been listed as the national integrated chemistry industry base in the Ninth 5-year Strategy period, many national chemistry industry bases have been located in Chongqing in succession, including elementary chemical materials, organic chemical materials, dyestuffs, dope, pesticide and latex processing. At the same time, Chongqing’s resource-oriented economy fertilized the newly emerging natural gas chemistry industry and refined chemistry industry, which makes up the two main characteristics of the Chongqing chemistry industry and initially forms a unique well-qualified and well-organized chemistry product manufacturing system. But, as it is a huge and complex system engineering, the integration of the whole natural gases. The Chemistry industry is delivered to have a well program and should be played as a whole. There is the shortage of comprehensive and professional layout on the development of natural gas chemistry in conjunction with a set of science and technology development project. There are still other problems Chongqing is now facing, such as the operation management system are left far behind, technology and facilities is not advanced, production scale is too small to gain economic effectiveness, processing of product are not refined, product added value is low, industry is in serious shortage on research and development investment, decentralized distribution and valueless reconstruction and so on. Applying the global well-known Industrial Cluster Theory, this article presents a study on the development of natural gas chemistry in Chongqing. In the first part, we gave a complete introduction and sophisticated analysis on the Industrial Cluster Theory, as well as analyzed the requirements for the industry clustering. Based on the studies on the domestic industry clustering, we made a classification on it and summarized the development experiences of industry clustering in China. Finally, based on the analysis on the current industry distribution of Chognqing, a conclusion was drawn that industry clustering must be conducted in Chongqing for better economic development. In the <WP=6>second part, under the Industry Cluster Theory, we analyzed the integrated advantages and resources surroundings of Chongqing for the development of natural gas chemistry. We suggested a future development orientation for Chongqing, that is “Taking modern industrialization, complete opening, innovative and continual development as strategy, focus investment on three mainstay areas like modern natural gas chemistry, new chemical materials and pure & advanced new power”. Particularly, industries in acetylene chemistry, acetic acid and carbonic refining, phosgene ramification and new technology in natural gas chemistry would be the development emphases in the future. Furthermore, to fully support the chemistry industry in Chongqing, we suggested a development framework mainly based on three science parks: Changshou Chemistry Science Park, Peiling Fertilizer & Chemistry Industry Park and Wanzhou Chemistry Science Park. Beyond these layouts, we still consider to integrate the whole natural gas chemistry industry along the related product supply chain, as well as to combine it with the fine chemical industry. Under these strategies, we are in the process to build Chognqing into the largest and most advanced natural gas chemistry base in China with long-term development. In the third part, we studied the role that the government plays in the development of Chognqing natural gas chemistry, as well as in the formation of industrial cluster in this area.Our results generalize some valuable recommendations and references on the develo
