论加拿大对华政策与中加关系

【摘要】 加拿大作为一个发达的西方工业大国,一个国土面积居世界第二、拥有丰富自然资源和先进工业水平的国家,其对外政治经济政策的变化对世界及亚太地区政治经济,特别是对中国的政治经济都将产生一定影响。长期以来, 由于其地理位置及历史原因,它的政治经济及外交政策受美国影响颇深。近年来,基于其国内经济和社会状况的变化,在传统外交重点的基础上,加拿大外交政策和对外贸易的关注点正在发生微妙的变化,关注以中国为代表的亚太地区便是其外交政策变化的新动向。因此,对加拿大传统外交政策的发展历程进行梳理,并对其外交政策变化背后的政治经济动因进行剖析就成了一件非常有意义的工作。论文通过对影响加拿大外交政策的政治经济文化因素的变动分析,讨论了加拿大对华政策的变迁,探讨了中加经济贸易的互补性及合作前景,并吸收摩根索国际关系理论及地区主义理论中的有益成分,系统分析了加拿大对华政策的变化及其原因,指出其可能产生的影响及中国对此新形势应如何应对。本文共分三部分。第一章回顾了加拿大对外政策的历史,重点阐述了加拿大与美国地缘政治经济关系,美加自由贸易协定的签订背景及内容,描述了影响两国关系的一系列重大事件如“古巴事件”, “Helms-Burton Act”及9·11事件对加拿大对外政策的影响;第二章通过对加拿大对华政策变迁的分析,阐述了加拿大对华政策变化形成的原因及中国在世界经济和政治关系中的地位与作用;第三章分析了中加合作的基本原则,提出了中国应面向世界寻求发展,通过推动亚洲经济的一体化,寻求中国经济与世界经济的"双赢"格局。同时通过对中加关系前景的预测,分析了中加合作对中加双方及世界经济的影响。最后对中加贸易存在的问题进行了分析并提出了建议。

【Abstract】 Canada, as one of the most advanced industrial powers and the second largest one in territory in the world with rich natural resources, the changes on Canadian foreign policies will surely have some effects on Asian pacific regions, especially China. Owing to Canadian geographical location and history, Canada’s foreign policies have long been greatly influenced by her neighboring country-the United States. However, with the Canadian rapid social and economical changes, based on her traditional foreign policy, some changes for Canada’s foreign policy have been made, which is focusing more on Asian Pacific regions, especially on China. Therefore, it’s of some importance to analyze the process and the changes of Canada’s foreign policies.This thesis analyzes why there are some changes for Canada’s foreign policies, discusses what foreign policy adjustments Canada has made to China and studies the possible Sino-Canadian prospect in political, economic, and trade fields. Then, by making the best use of Morgenthau’s international relation theories and localism theories, this thesis systematically analyses why Canada has made some adjustments to China’s foreign policy and points out its possible influences on China as well as China’s reactions to these changes.The thesis consists of three parts as followed:Chapter One retrospects the history of Canada’s foreign policy, focuses on the geographically political and economical relationship with the United States, illustrates the background and contents of American-Canadian Free Trade Agreement and analyzes the important events affecting American-Canadian relationship, such as “Cuba Incident”, “9.11 Incident”, “Helms-Burton Act” and the great influences on <WP=6>Canada’s foreign policy adjustments caused by “9.11 Incident”. Chapter Two illustrates the reasons why Canada has made some adjustments to China’s foreign policy and China’s positions and roles in the world stage of politics and economics. Chapter Three analyzes the basic principles for Sino-Canadian cooperation, proposes China should search for new development from the world stage and promote Asian economic development and endeavors to achieve win-win for both China’s and the world’s economic development. Furthermore, by predicting the Sino-Canadian prospect, Chapter Three analyzes the economic influences caused by Sino-Canadian cooperation on both Sino-Canadian sides and the world. Then it further describes the existing trade problems between China and Canada and proposes some suggestions to these problems.
