【摘要】 GB/T19000:2000质量管理体系(QMS)标准、GB/T24000:1996环境管理体系(EMS)标准和GB/T28001:2001 职业健康安全管理体系(OHSMS)标准的推行,大大提高了我国的管理水平和参与国际市场竞争的能力。但在QMS、EMS、OHSMS三个管理体系推行、建立、认证和持续改进的实践中,存在着许多的交叉、重叠、重复、资源(人、财、物)浪费、管理效率、效益不高的问题,各种组织、咨询及认证机构、政府主管部门均产生了三个体系整合的愿望。本文先分析了整合及一体化的定义和实质,总结和发展了国内外关于三个管理体系整合的必要性、可能性、有利条件和时代背景的论述。但一体化体系的建立,仅限于目前国内外这些表面的论述还远远不够,必须在对三个体系要素的认真分析的基础上,精心策划,以提高管理体系整体有效性为最终目标,构筑一体化管理体系。因此,本文重点作了如下工作:首先,本文对三个管理体系的要素进行了系统的总结、对比,对三个管理体系各要素之间的关系进行了系统的定性分析。重点是分析了各要素之间的共性和共同特点,并指出了它们之间具体在哪些方面具有一致性、相似性或相关性。其次,本文建立了灰色关联分析模型,给出了对三个管理体系及其具体各要素之间相关性定量分析的方法和示例。最后,本文给出了三个管理体系一体化的模型,即综合管理体系模型。分析了该模型通用标准制定的原则、通用标准的构成和通用标准的内容,并对综合管理体系的实施和建立进行了简要论述。更多还原

【Abstract】 Implementation of three management systems, namely GB/T19001:2000, GB/T24001:1996 and GB/T28001:2001, has improved the management level and the ability to take part in the international market competition greatly. But in practice, there are many problems such as unnecessary intersection, overlapping and repetition among these systems, and many enterprises, consultant, accreditation and government agencies may have the wish to integrate or unite the management systems.In this paper, the definition and essence of integration or unification are analyzed at first. The following summarizes and develops the ideas and relations about management system integration such as the inevitability, the possibility, the background and circumstances. But it is shortage to build unification management system depending on these analyses. To build unification management system, improving the efficiency on total is the final objective, so it is necessary to analyze the relationship among the key elements of the standards. The following is this paper’s main content.Firstly, this paper summarizes and compares the key elements of the management systems, and investigates the relationship among the key elements by a qualitative analysis. The emphases analyze the general character and the same feature among the key elements. At the same time, the community, the similarity and the relating among the key elements are given.Second, this paper builds grey relational analysis model. Based on the model, a means and an example that how to analyze the relationship among the systems and the key elements by a quantitative analysis are given. At last, the unification model, namely comprehensive management system model, is given. In this model, author analyzes the principle that how to build the model, and analyzes the composing and the content of the model. Finally, a general analysis that how to build and carry out the management system is given.更多还原
