【摘要】 社会保障制度作为近代工业文明的产物,经历近百年的发展,已形成了相对完整的体系,随着社会主义市场经济的逐步完善和发展,我国经济发展对政府管理体制和管理方式提出了新的要求,病退行政审批作为政府的一项行政审批职能,也应适应时代的要求,起到有效协调国家、集体、个人经济利益的作用,在实际工作中,我们既要借鉴世界上市场经济国家的成功做法,又要充分考虑我国国情,真正起到我国市场经济“稳定器”的作用。本文试从社会保障和行政审批两个角度的结合上,讨论病退行政审批存在的合理性和必要性,但在新经济形势下,出现了搭便车行为,它反映出我国的行政审批制度以及病退社会保障还是需要完善的。本文首先概要介绍了病退行政审批的政策、审批标准以及审批的基本业务流程。对近年来行政审批工作进行了总结,针对天津市病退行政审批中存在的问题进行了原因分析,运用行政学、管理学、信息经济学等理论及方法,提出了完善病退行政审批的系统性对策建议。更多还原

【Abstract】 Social security system as one of the products of modern industry civilization has developed for nearly a hundred of years. It is a comparatively integrated system now. But the economic development of our country needs new administrative system and administrative manners to adapt to the working up of market economy in a socialism state. In the same way, administrative approve of the retirement for illness as one of functions needs to adapt to the requirement of new times. It should harmonize the economic benefit efficiently among the state、organization and person. In actual operation we should not only learn success action being taken in market economy countries in the world, but also consider our facts across-the-board. In this way the social security system can really work as a lever in market economy. This paper is trying to discuss the rationality and necessity of the existence of administrative approve of the retirement for illness from two points of view and their integration. One is social security system, the other one is administrative approve. However there comes a social problem named “free rider”. It means the administrative approve and social security system should be improved step by step. In this paper I present the policy、standard and primary operation flow of the administrative approve for the retirement for illness. Then I summarize the general situation recent years, analyze the shortage with its reason of the administrative approve for the retirement for illness in our city and also put forward systemic tactical proposal to improve it through some theories and methods in fields of administration、management and information economics.更多还原
