官德失范：社会道德失范的一种解释

【摘要】 我国当前社会道德问题的焦点在于官员道德问题，解决这个问题的关键在于治理官德失范。深入剖析官德与社会道德之间的关系，官德失范对社会道德失范的影响，是制定官德建设对策的依据，更重要的是制定扭转社会道德失范对策的依据。本文从社会分工产生官员这一特殊职业入手，从权力的公共性与私人性这一官德的基本矛盾开始，认为官员的产生是以社会公共权力为前提，而官德就是以制约权力的滥用与异化为核心的一系列有关官员的道德行为规范要求，并且包括官员本身对这种规范要求的自觉及其品质。笔者认为：官员是社会道德示范群体，官德是社会主流价值观的表达，官威是权力导向中的价值导向，所以官德失范应该为社会道德失范负责。为了克服社会道德失范，通过一系列的制度、法规等手段，重振官德就成为解决问题的关键了。更多还原

【Abstract】 The focus question of the social morality at present of our country lies in the morality of the official. The key to management of the country with morality lies in the management of the officials with morality. It is the basis for the constraction of official morality to profoundly analyze connections between official morality and social morality. More major, It is the basis for the reconstruction of social morality to profoundly analyze connections of the officials’ abnormality and socials’ abnormality. The official is special occupation from social division. Principal contradiction lie in official morality is that power is public and be own by individual, official morality is standard of action of official and character that official observe the standard voluntarily. Official is demonstration groups of morality in the society, official’s morality is expression of mainstream social ralues. Power of official is guidance of social value. The reason of socials’ abnormality lie in officials’ abmorality. the socials’ abnormality With a set system and law, the key to management of the socials’ abmorality lie in reconstruction of officials’ morality.更多还原
