【摘要】 20世纪中叶以来，城市群已成为发达国家城市化的重要趋势之一。从长株潭三市在湖南和我国经济格局中所处的经济地理区位和空间位置来看，该区域不仅是湖南经济的心脏地带，而且也是我国南方最好的城市群建设地域之一。因此研究长株潭城市群的结构特征，对于推动长株潭地区城市化进程、促进长株潭地区和湖南省经济可持续发展具有十分重要的战略意义。 本文在对大量国内外研究成果进行综述的基础上，首先对长株潭城市群区域范围进行了界定，然后对其发展现状作一简要的阐述，并与我国沿海地带三大城市群进行了多方面的比较分析。在介绍分形理论的前提下，运用分形理论，对长株潭城市群的等级规模结构和空间结构进行了科学的定量分析，发现二者具有明显的分形特征，并具体分析了所显示出的分形特征。运用城市经济基础研究既基本—非基本分析之上的因子分析方法和系统聚类技术对长株潭城市群的职能结构进行了科学的划分。 根据分析所得的结果，笔者有针对性地提出了优化长株潭城市群结构特征的基本思路，包括：(1)形成以首位城市为核心层次分明的城市群等级规模结构；(2)构建功能互补分工明确的城市群职能结构；(3)遵循“一二二四”的模式优化城市群空间结构。然后前瞻性地提出了长株潭城市群结构优化相关的政策建议，包括：(1)借鉴西方发达国家管理模式，构建城市群协调发展的管理机构；(2)实施产业集群发展战略，以工业化带动城市化；(3)建立统一、开放、有序竞争的城市群市场体系；(4)加强生态环境保护，实施可持续发展战略，为当地政府的决策提供了较为科学的依据。更多还原

【Abstract】 Urban Agglomerations has become one of the main trends in the process of urbanization in the developed countries since the middle of the 20th century. From the point of view of its economic geographic location and spatial location in Hunan Province and the country’s economic deployment, the three cities (Changsha, Zhuzhou and Xiangtan) are not only the vital terrain in the Hunan Economic Zone, but also one of the best urban Agglomerations construction place in South China. Therefore, the research on the structural characters of the ChangZnuTan urban Agglomerations will greatly promote the urbanization process of the three cities and fundamentally improve the economic sustainable development of ChangZhuTan district and Hunan Province.Based on the mass synthetical discourse of the internal and overseas research result, this paper firstly defined the regional range of the ChangZhuTan urban Agglomerations, then briefly discussed its development status in quo and compared it with the three urban Agglomerations along the seashore of our country. Under the introduction of the fractal theory, the author used the theory to analyze quantitatively the hierarchical size structure and the spatial structure, found that these two kinds of structures had obvious fractal characters, then analyzed detailedly the showed fractal character. Using the Gene Analysis Method which is established on the basic method of the city economic research (basis-nonbasis analysis) and the Systematical Clustering Technique, the author scientifically divided the functional structure of the ChangZhuTan urban Agglomerations.From the results of the above analysis, the author firstly put forward pertinently the general methods to optimize the structural characteristics of ChangZhuTan urban Agglomerations. Those include: l).To form urban Agglomerations hierarchical size structure with clearly demarcated arrangements which has the first-rated city as its central city; 2). To form the functional structure of urban Agglomerations those are functionally mutual-compensational and specifically working-divided; 3). To optimize the spatial structures of urban Agglomerations following the "1-2-2-4" mode. Then the author far-sightedly tabled some proposals relating to the optimization of the structures of the ChangZhuTan urban Agglomerations, which include: 1). With reference to the developed countries’ administrative modes to establish an administration institution in charge of the harmonious development of the urbanAgglomerations; 2). To implement the industry clusters developing strategy, utilize the industrialization to accelerate the urbanization process; 3). To set up a urban Agglomerations market system characterized by unification, opening and order competition; 4). To strengthen the protection to environment, insist on the sustainable development strategy. These proposals may give local government some scientific bases in the course of their decision-making.更多还原
