【摘要】 抗日时期国民政府对西北金融业的开发及其所采取的一系列举措，大大推动了西北金融业的发展、金融体系的建立，对扶植和开发西北地区的农、工、商、贸等事业，对促进西北社会经济的发展和进步发挥了重要的积极作用。同时，其种种努力，不仅支持了全民族的长期抗战，而且在一定程度上改变我国近代以来东西部经济布局不平衡的状况。 然而西北金融业的进步又是由当时特殊的战争环境所决定的，是战时社会经济畸形发展下的产物。加之国民政府实施通货膨胀政策，滥发纸币，助长了商业投机、囤积居奇和高利贷的盛行，这不仅造成西北金融市场的混乱，而且给人民生活和社会经济带来了严重的危机，对西北社会经济的发展产生了消极影响。 因此，随着抗战的胜利，沦陷区的收复，战时来到西北的一些金融和工商机构纷纷迁回沿海省区，西北的金融业便再次陷于衰退之中。更多还原

【Abstract】 During the Anti-Japanese War, the Kaomingtang government took a series measures in opening the financial business in the Northwest, which greatly improved the business and the setting of the financial system. The measures played very active roles in developing the agriculture, industry, business and trade in the area and did good to the society and economy. Meanwhile, the efforts not only aided the long-lasting war, but changed the unbalance in economy between the East and the west to some degree.While, the development of the financial business in the Northwest was resulted from the unusual economy in the war, and was controlled by the special situation policy of inflation added to the flourish of ill-done business and highly-interested loan. This disturbed the financial market in this area and caused very serious crisis to the people’s life, and effect to the economy as well.With the triumph of the Anti-Japanese War, some financial and business agencies which retreated to the Northwest moved back to coastal provinces. Thus, the finance in the Northwest began to decline.更多还原
