【摘要】 对社会主义政治文明的内涵、特征、地位予以准确把握是研究社会主义政治文明建设问题的逻辑起点。社会主义政治文明是指社会主义政治生活的积极成果及达到的进步状态。我国的社会主义政治文明具有不同于其他政治文明的特征，这些特征主要表现在以下三个方面：党的领导、人民当家作主、依法治国。中国共产党的领导是中国民主政治发展的必然逻辑，是当代中国社会主义政治文明最有决定意义的特征。人民当家作主是社会主义新型民主政治的本质特征，也是社会主义政治文明区别于其他类型政治文明的最显著特征。依法治国是社会主义政治文明的重要特征，也是建设社会主义政治文明的必由之路。从社会主义政治文明的地位看，首先，社会主义政治文明应是社会主义文明体系的重要组成部分。从文明的角度认识我国的政治建设和政治体制改革，就消除了理论上只提物质文明和精神文明建设而现实中又将政治建设和政治体制改革列为社会主义现代化建设重要内容的逻辑矛盾。其次，社会主义政治文明在社会主义现代化建设中还具有独立性。一是政治文明有着自己的独立内容；二是政治文明在现代化建设中发挥着独立作用：三是政治文明不仅仅是实现社会主义现代化的手段，它更是社会主义现代化建设的三大目标之一，即“富强”、“民主”、“文明”中的“民主”目标。 社会主义政治文明建设是一项庞大、复杂的系统工程，既要求在运行中体现策略，有重点、有层次地推进，又要求有宏观上的一般路径规划。因而，社会主义政治文明建设的路径选择必然是综合的。从社会主义政治文明建设的策略路径来看，社会主义政治文明建设应主要在以下两个层次展开：以共产党的执政文明建设为社会主义政治文明建设的先导。以政治制度文明建设为社会主义政治文明建设的核心。执政文明建设为社会主义政治文明建设的先导其合理性在于：执政文明是当前社会主义政治文明建设的根本保证，又是社会主义政治文明建设的中心环节;以执政文明带动整个国家政治文明，符合我国政治建设的历史与现实。执政文明建设的基本路径在于:法治化、民主化、制度化。社会主义政治文明建设的核心在于政治制度文明建设。这首先源于政治制度文明在政治文明体系中的独特作用，同时也是由当前我国的现代化及政治文明建设实际决定的。制度文明建设的重点应放在政治体制的创新上。 从一般路径来审视社会主义政治文明建设，其内容应包括以下三方面:一、党的领导、人民当家作主与依法治国相统一。党的领导是社会主义政治文明建设的推动力量和根本保证，人民当家作主是社会主义政治文明建设的本质与核心，依法治国是社会主义政治文明建设的基本路径。二、实体政治文明建设与程序政治文明建设相协调。实体政治文明与程序政治文明是民主政治的两大内容。三、政治思想文化建设、政治制度建设和政治行为建设同步。政治思想文化建设是政治文明建设的基础;政治制度建设是政治文明建设的核心;政治行为建设是政治文明建设的关键和落脚点。四、发展中国特色社会主义政治文明与借鉴人类政治文明成果并举。社会主义政治文明建设，其核心价值取向和发展方向是“社会主义”，发展的总目标是建设中国特色的社会主义民主政治。同时，社会主义政治文明是政治文明一般与我国国情相结合的产物，因此社会主义政治文明建设也应遵循人类政治文明运行的基本法则，借鉴其有益成果。更多还原

【Abstract】 The accurate master of the socialist political civilized content, characteristic, position in socialism is the" logic starting point in the construction problem of the socialist political civilization. Socialist political civilization refers to the positive result of the socialist political life and its advancing status. The socialist political civilization in our country has the different characteristic from the other political civilization, these features are expressed primarily in three aspects at below: leadership by party, the people being the master of the county rule the country by law. Led by Communist Party is the inevitable logic in the development of Chinese democratic policy, it is also the most decisive feature in contemporary Chinese socialist political civilization. The people being the master of the country is an essential feature of the new democratic policy in socialism, and it is also the most striking feature in the socialist political civilization and the other type of political civilization. Administering country by law is an important feature of socialist political civilization; it is also the necessary path in constructing socialist political civilization. From the view of the status of the socialist political civilization, first, the socialist political civilization should be the important part in socialist civilization system. Socialist political civilization should be the indivisible part of the whole socialist civilization. From the civilized angle to know the political construction and political reform in system of our country, it dissolves the logic paradox that only raising the construction in material and spiritual civilization in theory while in reality listing the politicalconstruction and political reform in system as the significant content in construction of socialist modernization. The next in order the socialist political civilization should have the independent function in socialist modernization. Its independent function express primarily in its own independent content in political civilization, have independent function, Its target value of socialist political civilization not only lies in the measure but also it is on of three greatest targets that means to realize socialist of modernization, namely the "democracy" target among "prosperous" "democracy" and "civilization".Developments of socialist political civilization are a huge and complicated systematic engineering’s. It request strategy in movement to put forward in emphasis and strata. It also requests the generous route plan in macro-view. As a result, the path choice of socialist political civilization developments is comprehensive by all means. Seeing from the strategic path of socialist political civilization construction. The socialist political civilization should be launched mainly in two strata at below: regard ruling civilization construction of the communist as the forerunner of political civilization in socialist construction. Regard political systematic civilization construction as the core of political civilization in socialist construction. The rationality of the ruling civilization construction being the guide of political civilization in socialist construction lies in the essential guarantee in current socialist political civilization and also the center link in Take the ruling civilization as spur on the whole political civilization accord with the history and reality of our political construction.
