江苏省森林资源—环境—经济复合系统(FEES)可持续发展的评价与优化

【摘要】 环境与发展是当今社会的主题,可持续发展作为一种全新的发展观和发展模式,是21世纪全球追求的目标,已成为全球各界人士的共识,引起了国际社会的广泛关注,由于森林资源是全球生态环境的基础,在陆地生态环境中起着至关重要的作用,因此,人们愈来愈认识到森林资源可持续经营在社会经济可持续发展中的基础地位和保障作用,本文将森林资源、环境和经济复合成一个大系统进行研究,对于实现区域可持续发展具有重要的现实意义。研究的主要成果如下: 首先,在综合研究分析国内外关于可持续发展理论、森林资源可持续经营理论、森林资源—环境—经济复合系统(FEES)可持续发展理论研究成果的基础上,具体阐述了可持续发展的内涵和原则。 其次,系统地分析了森林资源子系统、环境子系统、经济子系统的特点,研究了FEES的基本结构、总体结构、运动机理、特点以及子系统之间的关联关系。同时,界定了FEES可持续发展的内涵,并提出了复合系统可持续发展目标体系。 再次,在FEES可持续发展评价原则、指标体系设计原则的指导下,制定了定量化、可操作的综合评价指标体系,然后,将这套评价方法运用于江苏省FEES可持续发展现状评价。本文应用基于模糊一致矩阵的层次分析法得出了如下结论:江苏省FEES处于弱可持续发展状态,除了经济子系统处于中等偏弱的持续发展状态外,森林资源子系统、环境子系统也处于弱持续发展水平,三个子系统之间的协调发展度也明显不足。 最后,在上述研究的基础上,进一步分析了FEES复合系统的关联关系,在大系统理论的指导下设计了FEES多目标集成模型框架,构建了江苏省FEES可持续发展的大系统优化模型,并应用分解—协调方法求解模型,得到了2010年江苏省FEES可持续发展的指标优化值。然后,根据综合评价结果和系统优化结果,提出了实现江苏省FEES可持续发展的对策建议。

【Abstract】 Nowadays, environment and development are two subjects of the society. Sustainable development as a latest development idea and development mode is the objective of twenty-first century, as well as is approved by all the people in the world and has attracted all the eyes of international society. Due to forest resources are the material basis of the global ecological environment, it is commonly known that forest resources sustainable management benefits and safeguards the society sustainable development. This paper studied the composite system among forest resources, environment and economy, which will help to fulfill the regional sustainable development. The main results of the research are as follows:Firstly, based on the synthetic analyses of the theories of sustainable development, forest resources sustainable management, FEES sustainable development at home and abroad, the intention and principles of sustainable development were presented.Secondly, depending on systematic analyzing the natures of the subsystems of forest resources, environment and economy, the essential feature, general structure and internal mechanism, the relationships of subsystems on FEES sustainable development were studied, as well as its content. The objective system of the composite system was given.Furthermore, the basic principles, assessment essentials and quantitative indicators of the comprehensive assessment of composite system were established. This assessment method was applied to Jiangsu province by means of modified Analytic Hierarchy Process (AHP) based on fuzzy consistent matrix considering the limitations of AHP. Some referential conclusions were drawn that the subsystems of forest resources and environment lie in weak sustainable development state expect the economy subsystem stands in a below-medium sustainable development, and the coordination development degree of the three subsystems is obviously low. So the countermeasures were proposed for Jiangsu province.In the last of this paper, according to the general structure and sustainable development targets of FEES, a multi-objective integrated model was formed and complex system optimization model for Jiangsu’s coordination development of forest resources, environment and economy was formulated, Which could provide technical tool for the quantitative study on regional sustainable development. By this model, optimization values of sustainable development of Jiangsu’s FEES in 2010 were obtained, and some strategies were proposed.
