【摘要】 本文以湖南省高等教育为研究对象，通过对湖南省高等教育经费支出结构以及投资效益的研究分析，来探讨湖南省高等教育进一步发展的思路。全文一共分四章。第一章是对高等教育投资及其效益基本理论的概述。首先介绍高等教育投资的基本概念及其性质，接着对高等教育投资效益的内涵及其特征进行了阐述，最后对研究高等教育投资效益的意义进行了分析，认为深入研究高等教育投资效益对于高等教育投资具有重要意义。第二章对湖南省高等教育投资效益进行分析。首先介绍了湖南省高校的现状，接着通过建立评判指标体系，着重对高等教育的内部效益和外部效益进行了分析。就内部效益而言，主要通过人力资源利用率、物力资源利用率、财力资源利用率三方面指标对湖南高等教育进行详细的分析和测算；在对外部效益进行测算时，从高等教育对国民收入增长速度的贡献比例入手，并且介绍了计量的理论依据--舒尔茨的计量方法及计量步骤，接着确定计量外部效益的步骤和计量公式，然后对湖南高等教育投资外部效益进行具体的计量和分析。得出九五期间湖南省高等教育对国民经济增长的贡献率为6． 61％。第三章分析了影响湖南省高等教育投资效益的因素。主要从高等教育投资体制、高校管理体制、教育管理制度、学校规模效益四个方面进行了具体的阐述，为第四章的对策奠定了基础。第四章是对策探讨部分，在前三章的分析和计量的基础上针对湖南省高等教育投资短缺和教育资源利用率低下的问题，文章从多个方面对解决问题的方法和进一步发展的思路进行了深入的探讨。更多还原

【Abstract】 Higher education has a great effect on the development of economy. Along with the development of Hunan’ s higher education, its higher education plays an extremely crucial role not only in Hunan’ s economy, but our country’ s economy. Speaking of development of higher education, investment is one of the fundamental element. Higher education in Hunan has been struggling two challenges: one is lack of educational funds; the other is the low efficiency of using the educational resources. This article attempts to carry out research on this specific phenomenon. Through analyzing the investment, the expenditure and cost-benefit some major factors of Hunan’ s higher education, this study tries to introduce and initiate some broader thinking on higher education development.This paper consists of four chapters. The first chapter, including three sections, introduces the basic theories of higher educational investment benefit. In this chapter, by introducing basic concepts and features of higher educational investment, discussing meaning of cost-benefit and its features and analyzing the importance of studying in this field, it is obvious for us to believe that benefit is an important factor to measure higher educational investment.The second chapter is to analyze benefit of Hunan’ s higher education investment. Section one describes the status quo of Hunan’ s universities and colleges. In section two, a guideline and methods fordata gathering and calculation have been set up. Benefit is divided into inner benefit and outer benefit. For the inner benefit, this study carried out its data analysis and calculation according to the ratio of human resources, material resourc.es and financial resources. For the outer benefit, it starts with the contribution proportion of higher education to the increasing rate of Hunan’ s national income. Finally, it comes to the conclusion that higher education is the lower contribution to economy, less efficiency of using educational resources. Then it sets forth some reasons to elaborate the conclusion.The chapter three discusses main factors that have effect on Hunan* s higher educational investment benefit, based on the status quo of Hunan’ s higher educational investment. Section one discusses the educational investment and financial management. Educational management system is discussed in section two. In section three, it talks about the colleges’ or universities’ management policy. And in the last section, it analyzes the size of university has impact on the investment benefit.According to data gathered and data analyzed, in last chapter, it discusses some strategies and policies which may apply to solve the problems of Hunan’ s higher educational investment and use of educational resources.更多还原
