【摘要】 在中国加入WTO后的今天，城市公益事业管理领域发生了巨大的变化，城市政府在公益产品供给中从单一的生产者角色逐渐转变成了提供者，城市化进程的加快，人民生活质量的提高，城市公益产业的发展，都迫切需要完善城市公益设施的建设。作为城市公益事业载体和基础的城市公益性用地，集中反映了城市公益事业的一系列关系和变化，当前，城市公益性用地不能适应新的变化，阻碍了城市公益事业的发展。因此，认清城市公益性用地问题，对推动城市经济和社会发展意义重大。 本研究从阐明城市公益性用地的概念、特点、组成和功能着手，然后探讨了资源价值评价和项目评价的理论与方法，并对杭州城区高校用地的外部效益进行案例研究，接着分析比较了城市公益性用地开发建设的海外经验，在此基础上，剖析我国城市公益性用地的现状，提出了相关管理对策和建议。更多还原

【Abstract】 Since China joined the WTO, great changes have happened in our public welfare undertakings. The city government has been transforming producer of public welfare goods into provider. There is an imperious demand for the construction of urban public welfare establishment because of the rapid urbanization, people’s aspiration for higher living quality and development of public welfare industries. As the carrier and base of public welfare undertaking, urban public welfare land reflects its relations and changes. Nowadays, urban public welfare land has been unadapted with the new changes of public welfare undertakings. Therefore, it is very important to recognize the problems of the land.The main content of this paper are as following:㎡n the first part of this paper, the conception of urban public welfare land is expatiated.(2)By using the theory and means of resource value assessment, the paper studies the externalities of university land in Hangzhou. Then, the paper discusses the theory of project assessment.(D The paper introduces international experiences on the development of urban public welfare land, which can be used for reference.(D At last, the status of urban public welfare land is analyzed, and in order to improve the development and management of urban public welfare land, several countermeasures are put forward.更多还原
