区县GIS建设的理论与实践研究

【摘要】 人类正进入信息时代。自1998年“数字地球”提出以后,我国加紧了“数字城市”建设。GIS是实现“数字城市”核心技术之一,区县GIS建设是整个社会信息化的基础和关键,是区县电子政务的基础性工程,区县GIS是区域信息化的核心内容,区县GIS建设是区县信息资源开发的必然选择。 区县GIS建设的目标就是通过GIS综合应用,整合条线信息,提高区县信息化水平,实现区县层面上数据互联互通,提高政府管理、服务水平。 区县GIS综合平台是区县GIS建设与应用的基础,加强数据的分级、分类和分层研究,标准化、规范化研究,政策、法规与机制研究,人才培养和产业化发展是区县GIS建设的保障。 本论文根据作者参加的2003年度上海城市信息化发展课题《上海市地理信息系统综合应用规划研究》、《上海市区县GIS综合应用试点》研究成果和参加“上海市社区网格化”实际调研,比较全面的论述了区县GIS建设意义,内容和保障体系,分析了区县GIS与电子政务建设的关系,设计了区县GIS综合平台,并以上海市静安区GIS综合应用为例,做了GIS实践探索。

【Abstract】 Man is entering the Information Age. Since 1998 the concept of "Digital Earth" was brought forward, China has given a boost to build the project of "Digital City". GIS is one of the key technologies to realize the project of "Digital City". District GIS developing is the foundation and key to realize the whole social information, the inevitable choice to realize district information and the basic project of Electronic Government. District GIS is the main content of district information. Developing District GIS is the inevitable choice to develop district information resources.Enhancing the level of district information, realizing digital connection in district and enhancing the level of government management and service through integration information distributed among ministries are the aims of Develop District GIS.District GIS integration platform is the foundation to develop and apply District GIS. To strengthen the studies of classification and grade of data, standardization, policies, laws and mechanism studies, cultivating of talents and industrialization are the guarantee to build District GIS.The author of this paper relates fully the significance, the main contents and guarantee system of building District GIS, analyzes the relations between District GIS and Electronic government affairs,designs District GIS integration platform, and gives a example of GIS integration application of Shanghai Jingan District and gives a practical exploration of GIS. The author gives the above result through participating in 2003 Shanghai City Information Development Tasks -- Shanghai City GIS IntegrationApplication Programming Studies and Shanghai City District GIS Integration Application Experimental Unit, as well as practical studies of Shanghai City and District Grid.
