实施校长负责制的困境与对策

【摘要】 在校长负责制的实施过程中，遇到了诸多的不适应。在一定程度上阻碍了学校的发展。做为一名一线的工作者，有责任有义务有必要再重新审视校长负责制，认真地研究和探讨这个问题。通过研究，一方面在理论上理清思路，另一方面探讨在实际工作中如何完善校长负责制，使之更好地为教育发展发挥作用。 通过进行访谈，和深入地实际观察，发现随着校长负责制实践的不断深入，出现了一些不适应。如：目前学校办学自主欠缺、学校内部民主监督乏力、还有因对校长负责制的表述及界定不同造成执行者的困惑，使校长和书记的工作中的角色定位上，造成了一定的困难等等。 走出校长负责制的困境，它要求学校的上级教育行政部门要转变管理模式、加强制度建设，使校长负责制有法可依，有章可循、作为校长和书记要注重提高自身的素质、并在校长负责制的实施过程中注意处理好学校内部行政与党组织之间的关系，以及学校行政与教代会的关系等。本文从以上几个方面阐述解决困境的对策。更多还原

【Abstract】 During the process of implementing headmaster’s responsibility system, we meet a lot of problems . It stops the further development of schools. As a member who works in the frontier, the writer thinks that we should have the responsibilities to study headmaster’ s responsibility system. On one hand, we should make the issue clear in the theory’ on the other hand, we should probe it and make it perfect in the practice and make it play an important role in our education.Though the interviews and observation, we found there is something wrong with headmaster’s responsibility system. For example, at the present schools lack of freedom of management, the democratic supervision is weak. There are different opinions and definitions about headmaster’ s responsibility system. We are puzzled about how to define the position of school headmasters and party secretaries. To escape from the dilemma, we should change the models of management and strength the law construction. We should follow the laws and requlations. As a school headmaster and a party secretary should build up their personality and deal properly with the relation ship between inside administration and Party organization and the administration of the school and The school personnel representatives assemblyg implementing headmaster’ s responsibility system. We should also try to find a good joint point of school management and headmaster’ s responsibility system.The writer tries to find good solutions to deal with these problems.更多还原
