【摘要】 当前，全国范围内正在实施退耕还林还草工程，这一工程涉及到千家万户的利益，涉及到当地土地利用与产业结构调整等一系列问题。河北坝上农牧交错带是典型的脆弱生态区，是“京津风沙源地”，在大北京生态格局中具有重要意义。1990年以来，坝上实施了一系列生态工程，然而，当地如何结合退耕还林还草等恢复重建工程，重构当地产业结构，优化生态——生产体系，进行理论创新和相关制度创新，解决当地生态恶化、经济贫困，实现生态良好——生产优化的区域可持续发展目标，是当前亟待深入研究的课题。本文从理论与实践角度对其中的生态产业构建及发展对策进行了初步探讨。 论文主要探讨脆弱生态区生态优先——生产优化的实现途径与对策。从理论的角度初步构建了脆弱生态区生态产业体系的相关理论，构建了生态产业体系；通过历史情景分析方法，诊断分析了坝上地区生态——生产的矛盾，回答了区域功能定位问题；定性与定量方法相结合，利用灰色关联分析等方法，分析了发展生态产业的条件，提出了生态优先——生产优化方向与生态转型思路，并进行了生态产业体系设计；利用博弈分析的方法，初步探讨了生态产业形成的激励机制，同时，结合生态恢复重建，提出了设立坝上“京津风沙源生态经济特区”及发展生态产业的六大对策建议。 正文分为五个部分。第一章为综述，对北方农牧交错带、干旱区生态系统重建与经济可持续发展、河北坝上地区的有关研究进行了简要回顾，分析了当前需要进一步深入探讨的一些理论课题。 第二章重点探讨了生态产业体系的理论基础及其体系构建。分析了生态产业的发展背景，在产业构建中引入生态产品及生态服务价值理论，构建脆弱生态区的生态产业体系。认为脆弱生态区生态产业是生态建设产业化和三次产业生态化相结合的产物，注重生产和生态重建的产业化，以政府推动和市场导向为动力，包含以生产生态产品为主要目标，以生态农业为基础，由生态农业、生态加工业、生态服务业等组成的生态产业体系。其中，生态产品包括由生态水源、无污染大气、生态服务环境等组成的生态环境产品系列，由无公害农产品、绿色食品和有机农产品组成的生态农产品系列，由绿色农产品加工和其他生态工业品组成的生态加工品等。 第三章对河北坝上农牧交错带区域生态——生产进行了诊断，从生态安全危机、生产的极不稳定性、区域发展的不可持续性对域内外影响等方面，分析了其区域功能定位的不科学性和坝上可持续发展必须解决的几个问题，认为其区域功能应结合“大北京地区规划”定位，实现“生态—生产优化”，提出坝上生态产业构建目标:建立生态社会，实现生态致富。 第四章剖析了坝上典型县康保县发展生态产业的条件，分析了“生态优先一一生产优化”方向和产业转型思路，通过生态—生产功能区划对生态产业进行了设计，提出应“培育主导产业，实施产业替代” 第五章利用博弈论有关思想对坝上地区发展生态产业的对策进行了初步分析，探讨了促进生态产业发展的激励政策。结合当前生态建设实践，认为坝上等脆弱生态区生态建设应走生态购买之路，分析了生态产品价值市场实现的四种生态购买形式。最后，文章提出了设立坝上“京津风沙源生态经济特区”及发展生态产业的相关政策建议。更多还原

【Abstract】 At present, the project of returning the plowland to woodland and grassland is performing over the whole country. This project is related to thousands of families, to the adjustment of land use and industry structure. Bashang Plateau, which is a ecotone between agriculture and animal husbandry, is the source of sandstorm in Beijing and Tianjin. It plays an very important role in the security frame of The Large-scale Beijing Region’s ecological environment Since 1990, a series of ecological plans have been carried out in Bashang Plateau. But the problem of how to develop the industry structure and optimize the region ecological--yield system, how to innovate theory and correlation system in order to solve the problems about ecosystem deteriorate and poverty and realize the region sustainable development are still face to face with us. This paper explores the approach and strategy to construct ecological industry in ecologically vulnerable region.The preface points out the significance of exploring the approach and strategy to develop ecological industry in ecologically vulnerable region in the place of eco-security and eco-reconstruction.This dissertation consists of five parts. The first part looks back the progress in the research about the ecotone between agriculture and animal husbandry, arid region ecosystem and economy sustainable development, and researches about development in Bashang Plateau. Some theory items, which need to be deeply researched , are put forward in this paper.In part two, the theory and the industry system of ecological industry are researched. It quotes some new theories and constructs the ecological industry in ecologically vulnerable region, for example, the theory of ecological product and the value of Ecosystem Services. It considers that the ecological industry in ecologically vulnerable region is the result of integrating the industrialization of eco-reconstruction and industrialization of the total industry system. This industry system pays attention to the industrialization of eco-reconstruction and production and needs the government and the market promote. It aims to yield ecological product and it is a system based on eco-agriculture, including eco-agriculture , eco- industry, eco-thirdindustry. The ecological product are consisted of eco-environment product eco-agriculture products eco-processing product and so on. The eco-environment products mainly include the eco-waterhead unpolluted atmosphere and eco-service environment. The eco-agriculture products mainly include the unpolluted agriculture product green foodstuff and organic agriculture product. The eco-processing products are processed from green agriculture products and other eco-industrial products.In part three, the condition of the region ecological--yield system is analysed in Bashang Plateau. It regards that the region function for a long period has been in a wrong place from three aspects. It must solve some obstruction and the region function should be placed on the background of the Large-scale Beijing Region to realize the goal "ecological-yield optimizing" to attain the goal of ecological society and get the reward.In part four, it analyses the condition of developing ecological industry in specific county and the way to "ecological-yield optimizing", the industry transfer. It designs the ecological industry by dividing the region into ecological and productive function section and brings forward the necessary of developing dominant industry and substituted industry.In part five, the Game Theory is used to analyse the mechanism of developing the ecological industry in Bashang Plateau and discuss the system and policy to promote the ecological industry. This paragraph regards that the eco-reconstruction in ecologically vulnerable region, such as Bashang Plateau, should follow the way of ecological purchase, and it design four kinds of realizations for the ecological product’s value.
