【摘要】 卫生专业技术资格考试是伴随着我国卫生人事制度改革的不断深入而逐渐建立与发展的。其考试体系的科学与否直接影响到人才培养的导向性和人才评价的正确性，是我国卫生人才队伍建设的根本问题。本文结合管理学、人力资源管理学、考试学、组织行为学和社会学的知识，运用文献调研、定性与定量分析以及比较研究等方法，通过理论与实践相结合的研究方式，首先宏观阐述了专业技术资格考试的基本理论和我国专业技术资格考试的沿革与发展趋势，然后对卫生专业技术资格考试的现状进行了具体分析，并提出卫生资格考试体系所面临的考试管理体制与事业发展不适应、科目设置未与人才培养有机衔接、实践技能评价方法有待改进等问题。针对这些问题，分别进行了考试管理体制的改革分析、考试科目调整的调研以及实践技能考试的理论与实践研究。最后根据上述研究的结论，提出调整权力运行模式，考试管理体制由政府统管、分级实施向社会化管理、市场化运作转变；理论考试以二级学科为准，实践能力考试以三级学科为主的考试科目调整原则；引入计算机模拟考试，丰富评价手段等政策建议。目前，我国有关专业技术资格考试体系方面的研究，尚限于考试政策、考试规程、考务工作健全的探讨及改革建议。至于专业技术资格考试的性质、特点和运行机制，资格考试与人才培养的内外关系等方面的理论与实践问题，特别是资格考试的管理体制、学科设置、评价手段方面的系统研究，仍是大家刚刚涉足和竭力探新的热点与难点。本文试图紧紧围绕这几个问题，进行现实性与前瞻性相结合的探讨，并进一步提出改革的思路和对策，以为我国卫生专业技术资格考试体系的革新与完善，提供理论和实际用作的借鉴。此即为本文研究的主要意义和创新点。更多还原

【Abstract】 With the development of the personnel management system reform in medical field, qualification examination for medical professionals has been established and continuously improved. Whether the examination system can be scientifically made will influence both the training direction and the accuracy of the evaluation for the personnel, so it becomes a fundamental issue in the constitution of the medical personnel in our country.Based on literature investigation, quantitative and qualitative analysis and comparative research, by the method of combining the theory and practice with the knowledge of the management, human resources management, examination science, behavioral science and sociology, the paper is designed to make a study on the basic theory of the qualification examination for the medical professionals, the background of the professional qualification examination in our country and its development tendency, to analyze the current status of the qualification examination for medical professionals in details, and to raise such problems faced by qualification examination system for medical professionals as the maladjustment of the present examination management system to the development of the medical cause, the unreasonable connection between the present subjects and the personnel training and the urgent need for further improvement in the evaluation method for practice skills. Accordingly, the analysis on the reform of the present examination management system, investigation on the adjustment of the present examination system, and theoretical and practical research on the present practice-skill examination system are made in this paper. Based on the conclusion of the above-mentioned research, the paper is aimed to propose that the current authority mode of the examination should be adjusted in terms of at least four aspects. The old government-controlled examination management system in different levels should be changed into a socially-managed and market-controlled one; The theory examination should be focused on the second level subjects and practice-skill examination on the third level subjects; And computer-simulated examination should be engaged in order to enrich the evaluation methods.Former researches on the professional qualification examination system have been confined to the discussions and suggestions on the aspects of the exam policy, <WP=5>exam rules and exam execution. As for the nature, the characteristics and the executive system of the examination, the theoretic and the practical problems on the relationships between the qualification exam and personnel training, especially the systemic research on the management system of the qualification exam, subject set-up and evaluation methods, few discussions have been made and thus become focuses for further researches. The significance and highlight of the paper lies in the fact that it is intended to deal with these problems practically and prospectively and to put forward some thinking and strategies to help in the reform and improvement of the present qualification examination system for medical professionals in our country.更多还原
