【摘要】 本文从科技创新的投入、产出和成果转化三个方面对我省高校科技创新能力进行了纵向横向的系统对比分析，从中揭示出我省高校科技创新的现状和存在的问题，指出造成我省高校科技创新能力不足的原因多种多样，既有政府政策和经济环境方面的问题，也有高校自身以及政府、企业和学校三者之间的互动影响。论文最后一部分针对以上问题以政策建议的形式提出了七个方面的意见，以期能对提高我省高校的科技创新能力提供一些参考信息和建议，并为全国范围内地方高校的科技创新提供一些思路和启发。更多还原

【Abstract】 Through the comparative analysis of the creative ability in the three aspects of the input, the output and the conversion of achievements of science and technology, some problems existing in the higher education of Shanxi province were revealed, and their many causes were also found. On the basis of it, the insufficiency in the creative ability of science and technology in the higher education of Shanxi province was caused not only by the policy carried out by the government and the environmental atmosphere, but also by the inefficient interactions among the government, the enterprise and the school. In conclusion, seven suggestions were given to deal with these above-mentioned problems to provide some valuable information and facilitate the creative ability of science and technology in the higher education of Shanxi province. At the same lime, this approach can also provide some reasonable suggestions to promote the creative ability of science and technology in the local higher educations nationwide.更多还原
