【摘要】 区域经济作为中观经济的组成部分，是国家宏观调控的重要对象。在我国建立区域经济的两级调控体制过程中，必须依靠法律的规范。加快区域经济宏观法制建设，实现区域经济宏观调控的法治化，是塑造新型的区域经济调控体制，解决我国区域经济发展中诸多问题的根本所在。区域经济宏观调控法律制度，是经济法的重要法律部门宏观调控法的组成部分，它在区域经济的“二元结构”的法律调整模式中起着主导性的重要作用：其既是对区域经济宏观调控行为的外在规范，也是保证宏观政策有效实施的制度保障。就区域经济宏观调控法律制度的内容而言，其可以作宏观调控基本法和区域经济政策法的划分：宏观调控基本法是区域经济宏观调控的基础法、框架法，是主要规范宏观调控行为，确立调控体制的法。它应对区域经济宏观调控主体及其权限、调控范围、调控原则、调控方式和手段、法律责任等问题做出规定；区域经济政策法是国家区域政策的法律化，旨在以法的作用推动其贯彻实施。区域经济政策法包括区域发展计划法律制度、区域开发法律制度、区域财政政策法律制度、区域投资政策法律制度、区域金融政策法律制度等。我国区域经济宏观法制建设已取得巨大的成就，但与国外的成熟立法相比较，其缺憾也是显而易见的，有待于进一步的完善。 本文正文共分四章：第一章，笔者将对区域经济的涵义、区域经济宏观调控及其法制化简要分析；第二章，笔者对区域经济宏观调控法律制度的地位、作用和构成加以探讨；第三章，笔者重点论述了区域经济宏观调控法的内容；第四章，笔者就区域经济的宏观立法问题进行了比较分析；在结论部分笔者重申了自己的论证结果。更多还原

【Abstract】 Regional economy is an important object of macro control as one part of medium economy. China must depend on laws during developing dual macro control of regional economy. To quicken the legalization of regional economy and to realize the ruling by law of macro control of regional economy are the basis of designing the new macro control system of regional economy and solving several questions about regional economy. Legal system of macro control of regional economy is a key part of the Law of macro control which is an important part of economic law, which plays a dominant role in the legal model of "dualism construction" of regional economy. It is not only the outer norm of the macro control of regional economy, but also a systematic guarantee of effective implement of macro polices. Its content is divided into the basic law of macro control and the police law of regional economy. The basic law of macro control is the basis of macro control of regional economy, which regulates the macro control and forms the system of macro mainly control. And it should stipulate the body of macro control, the responsibilities and the rights of the body, the range of macro control, the principle of macro control, the way and means of macro control and so on. The political law of regional economy is the laws of national polices which is to promote the policies to implement by laws. It concludes the planning laws of developing investment laws and so on. China has achieved a lot in the legalization of macro control of regional economy. But it has some deficiencies in compare to ripe legislation.The thesis is divided into four chapters. The author analyzes the concept, the macro control of regional economy and its legalization in the first chapter; the author probes into the position of the laws of macro control of regional economy, functions and its constitution in the second one; the author discusses the contents of the Laws of macro control of regional economy in the third one; the author analyzes comparatively the legislative problems of macro control of regional economy in the forth one; the author reaffirms his own opinions in the conclusion.更多还原
