大连成为中国重要制造基地的战略研究

【摘要】 制造业主要是指对采掘的自然物质资源和工农业生产的原材料进行加工和再加工，为国民经济其他部门提供生产资料，为全社会提供日用消费品的社会生产制造部门。制造业是一个国家经济发展的基石，也是增强国家综合竞争力的基础。 在中国成功加入WTO后，很多世界经济学家和业内人士就断言：这对中国是一个绝佳的机遇，中国必将成为21世纪世界制造业中心。党的十六大报告中也明确提出：中国在本世纪头二十年经济建设的主要任务之一，是基本实现工业化，在此基础上，要加快东北老工业基地的改造进程。在这一基本思路指导下，各地区竞相调整发展思路，整合优势，优先发展工业经济，力争在国家新一轮生产力布局调整和产业项目安排中抢得先机。大连是中国重要的制造业城市，九届五次全会通过了《建设“大大连”规划纲要(2003--2020)》，明确提出了要把大连建成我国重要制造业基地的重要思路。这是遵循市场经济规律，坚持与时俱进，实现全面建设小康社会和加快现代化建设步伐的重大战略举措。 本课题的研究，旨在顺应时代潮流，在新一轮的国际产业转移中，承接制造产业，进一步明确大连的产业定位，扬长避短，发挥老工业基地的比较优势，优化产业结构，大力发展制造业，壮大经济实力，在参与国内外经济协作与分工中抢占制高点，赢得有利地位，尽快把大连建成我国重要的制造业基地。 本文共分为四部分。 第一部分是制造业的相关问题及演变过程。简单阐述制造业的相关概念及分类，分析了制造业的经济地位，并把工业结构演变的研究范围集中在制造业上，从工业化过程看制造业的发展。 第二部分回顾了世界制造业中心的迁移过程，英国、美国、日本是世界上最典型的三个制造业中心，20世纪90年代以后，改革开放的中国迎来了“腾飞的十年”，尤其是成功加入WTO后，世界制造业中心明显呈现出向中国转移的趋势，长城研究所预测，“中国制造”在2005年很有可能超过德国而上升到 内容摘要早巴巴巴巴旦巴巴里里旦旦旦里旦世界第三位:2015年将超过日本、2030年将超过美国，从而成为世界第一制造大国。大连应该紧紧抓住制造业向中国转移的历史契机，改善投资软环境，抢在其他城市的前面，大力发展制造业，以带动大连其他相关产业的发展。 第三部分则详细介绍了大连市制造业的总体情况、发展现状、行业结构及主要产品，并在此基础上，分析了大连市制造业发展的主要优势和制约因素。 第四部分是本文的核心内容即把大连市建成中国重要制造基地的战略举措，从大连市制造业基地的目标体系和三大支柱产业的发展趋势入手，提出了把大连市建成中国重要制造基地的战略举措。更多还原

【Abstract】 The manufacture is the social productive section which re-processes the natural material resources and original material of industry and agriculture, offers the productive material to the other national economic section, produces consumer goods for the whole society.The manufacture is not only the base of the national economic development but also the foundation of enhancing the national integrated competition.After the entrance to the WTO for China, lots of international economists declare that it is an opportunity for China. It is sure that China would become the center of the international manufacture in 21 centuries. Report at 16th Party Congress definitely point out that one of the main tasks for economic development and reform in the first two decades of this century is to basically accomplish industrialization and make the reform of the old industrial base in Northeast faster. According to the foundational thought, each area competes to adjust the developing route, conform the advantages and develop industrial economics preferentially to seize the opportunity in the next national adjustment on the structure of the productivity and project arrangement. Dalian is one of the most important manufacturing cities. The congress passes the "compendium of Making Dalian bigger ".The congress definitely brings out that we should make Dalian main manufacture base. The most important strategy follows the market economic rules, makes program with times realize the Xiaokang level and quicken the step to the modernization.Our aim is to continue the manufacture and take advantages to develop the comparative advantages. We should obey the current rules, optimize the industrial structure, seize the opportunity in the international economic participations to make Dalian the main industrial base as soon as possible.The thesis is divided into four sections:One, the evolvement and relative questions on the manufacture. It expatiates the concepts and classing and analysis the manufacture economic status . With the research of the industrial structure evolvement concentrating on the manufacture, it shows the development of the manufacture from the industrial progress.Two, it reviews the progress on the transfer of the world manufacture center. UK, UN and Japan are three of the world most typical manufacture center. From 1990’s , the opened China meets the " flourishing ten years" and enter into WTO. It shows the trend that the manufacture center is definitely transferred to China. The Changcheng graduate school prognosticates "Made in China " probably become the third place beyond Germany in 2005. It will run pass Japan in 2015, UK in 2030 to be the first one in the world. Dalian should seize the opportunity to be ahead of other cities. Dalian should improve the investing soft environment ,develop the manufacture to bring along the related industries.Three, it introduces particularly the general situation, developing actuality, industrial structure and main products in Dalian. Basing on above, it analysis the main advantages and disadvantages for manufacture development in Dalian.Four, this is the core of the thesis which is the program of making Dalian the Chinese important manufacture base through the aim system of the Dalian manufacture base and three foundational industrial developing trend.更多还原
