基于城市信息化的市民卡信息系统框架设计与研究

【摘要】 城市信息化不仅致力于发展自身的信息产业，更是利用信息技术及相关活动改造和发展包括社会、经济、文化等一切领域，以极大地促进城市对信息的产生、交流、释放和传递的有序化、高效化，提高城市经济和社会活动的综合竞争能力。目前，浙大网新与浙江大学合作致力于城市信息化的研究，本文所提出的城市信息化技术架构就是目前的最新理论成果。 市民卡信息系统是一个以IC卡为载体、覆盖全市的市民数据交换、共享信息系统。它整合政府部门市民业务办理信息系统，同时建立一个以金融小额支付为主的商业便民服务体系。该系统以信息化手段提升政府的社会管理和公共服务的能力和效率，提高城市的综合管理能力，提升城市的信息化水平，促进经济发展，从而增加市民生活的便利性。 本文从网络层面、逻辑层面和物理层面来实现对市民卡信息系统的总体框架的描述，通过对总体流程描绘来分析市民卡信息系统在总体上的业务和数据流程。在“市民卡系统设计”章节里，主要阐述了双界面双操作系统的CPU卡的应用规划及密钥体系设计，同时对基于不同部门、事务和环境应用下的卡终端机具进行了分类，此外还对卡发行、维护等管理的业务流程和逻辑结构进行了研究设计。“数据交换系统设计”章节讨论了如何利用前置机和消息中间件来搭建安全高效的交换平台。“数据比对系统设计”章节主要描述了数据比对的定义、作用和策略。 “市民卡系统”、“数据交换系统”和“数据比对系统”作为市民卡信息系统的关键组成部分，也同时是技术上的难点。本文给出了这三部分的试验系统报告，并在最后对市民卡信息系统做出了总结与展望。更多还原

【Abstract】 The urban information not only keeps up with the industry of information, but also develops and changes the whole domain such as society, economy and culture, by its technology and activity of information. In researching of the urban information, Zheda Innovation Software cooperates with Zhejiang University. The framework of urban information in this paper is one of their fruits.The citizen-card information system is a system of data’s communicating and sharing, which based on IC card. It conforms the citizen-operation information system of the whole government sector. It establishs a handy business service system for payment of small deal at the same time. The system enhances government power and efficiency of society management and public service by its technology of information.We describe the framework of the citizen-card information system by the way of network, logic and physics. At the same time, we analyze the whole operation and data flow of the system. Chapter 4 provides the design of the application and the key system of the dual interface and dual cos. CPU-card, and the classification of card terminal under departments, affairs and environments. The operation flows of emitting and maintenance are also designed in this chapter. Chapter 5 details the exchange flat constructed by the Front Server and Message Oriented Middleware. Chapter 6 describes the definition, function and strategy of data contrasting.Citizen-card subsystem, data exchange subsystem and data contrast subsystem, as the key components of the citizen-card information system, whose test system report are given in this paper.
