【摘要】 从世界范围来看医疗保险也被称为“一道难题”，以国发[1998]44号文为界，我国城镇基本医疗保险也就只有5年左右的发展时间。各城镇都以“统帐结合”为原则结合自己的实际探索了自己的地方模式，有成功的经验，也有失败的教训，及时总结地方经验，为解这道“难题”作出一点前沿性的探索是本文研究的目的。为此笔者研究了我国城镇基本医疗保险改革的历史背景，收集了大量这方面的既有研究成果，为了不仅停留在理论层面，笔者到苏州劳动社会保障局实习两月有余，也多次到定点医疗机构体验情况，对苏州城镇基本医疗保险的实际运行也有了一定的直观认识，得出城镇基本医疗保险应在保护弱势群体，增加横向公平和杜绝道德风险、保证基金安全方面做出改进的结论。更多还原

【Abstract】 Medical insurance is a difficult problem to most countries in the world .in china , it has only been developed for about 5 years since 1998. Based on its on condition, every city has formed its local pattern. Of course, some succeeded, some failed. The purpose of writing this essay is to conclude local experience and provide with some practical solution. The writer has studied the historical background of basic medical insurance of our county, and collected a lot of information. The writer has been on practice in SUZHOU social security bureau for two months, and has done a lot of investigation in some hospital. The conclusion of the writer’s research is that the government should protect the weak group people and avoid moral risk.更多还原
