当代资本主义国家与社会的关系及其限度

【摘要】 文章以马克思的国家观为理论原点，依凭当代西方社会流行的国家与政府理论，以“911”事件为契机，探讨当代西方资本主义国家与社会的关系并对国家的新角色做出合理定位。文章力求有利于我国政府职能改革和国家与社会关系的调整。 第一部分为引言。该部分说明了在当代国家干预主义和自由主义理论都不敷用的背景下，讨论国家自主权、国家新角色的必要性和可能性，并指出了这一讨论过程同时也是验证既批判了国家理想主义又批判了自由主义的马克思国家理论的当代解释力的过程。 第二部分考察战后西方国家以国家中心主义为指导的福利体制的建立和福利主义共识的形成过程、福利体制危机的爆发以及各国挽救危机的新自由主义改革措施。该部分认为，福利体制的建立是西方世界平衡国家与社会关系的必然选择，战后福利体制几经新自由主义的修正在形式和内容上都有所变动，但却从未丧失过它的底线。 第三部分讨论新自由主义理论、左翼批判理论和“第三条道路”理论对福利国家的批判以及它们所提出的以重构国家与社会关系为核心的新国家理论。 第四部分结合马克思的国家观重新审视当代西方的国家理论，在对‘国家主义”和“经济主义”的批判中寻求一条国家发展的现实道路。该部分得出结论：在资本主义社会的目前态势中，自由的市场经济和全面的福利政策将长期共存。西方国家的职能范围将发生改变，但国家主导社会的权力不见减小。更多还原

【Abstract】 Based on the Marx’s theory of state, relying on the theories of state and government which are popular in the western society at the present time, as a response to the "911 "event, the article tries to discuss the relationship between the Late-Capitalism state and its society. To reveal the limitation and the future of the relationship and locate the role of Capitalism state logically is also the paper’s attempts. We hope the article can do good to our government reform and the adjustment of the relationship between state and society.The preface explains the necessity to do a research like this when the Nationalism and Liberalism cannot interpret the world reasonably . And it tells that the course is also one to testify Marx’s theory of state.The second part reviews the founding of welfare mechanism and the forming of common cognitions about welfare state after wars, also about the crisis and its settlements from Neo-Liberalism. This part tries to indicate that the welfare mechanism is a convenient step to alleviate the contradictions between state and society, which have changed much under the pressure of Liberalism reform, but never lose its essence.The third part discusses the animadverts on welfare state rising from Neo-Liberalism, The Left Theory and The Third Road Theory, attempting to sketch their construction proposals.The fourth part resurveys the Hesperian state theories in contemporary era, endeavoring to find a practical road of the state’s development from the animadverts on Nationalism and Economism. This part concludes that free market and welfare mechanism will exist concomitantly in the condition of capitalism.
