【摘要】 当代中国，“三农”问题的解决不仅依赖于政治体制改革的不断推进和经济的发展，同时也离不开农村乡镇行政伦理秩序的建构。 在农村乡镇行政中，行政权力的客观弱化与行政责任的主观弱化、低下的主体素质与现代行政要求的反差、权力腐败与农民利益的不平衡对待、行政目标的道德性与实现手段的非道德性等都是较为突出的伦理问题。它们影响着我国农村基层政权的稳定和全面建设小康社会目标的实现。 农村乡镇行政伦理问题的产生具有原因上的多样性。制度的、传统文化与历史的影响是导致农村乡镇行政中伦理问题产生的客观原因，而行政人员自身道德自主性的沉沦与萎缩则构成了其产生的主观原因。 解决农村乡镇行政中的伦理问题需要人们有更宽广的视野。在宏观上，权力组织要承担主导功能，给予制度性保障；要强调社会的积极参与，充分发挥村民自治组织和民间团体的监督作用，提高村民在农村乡镇行政伦理建设中的道德责任意识；要提倡各级行政人员的道德自律，消解农村乡镇行政伦理问题产生的主观原因。在具体措施的采取上，应该革除冲突性的和不合理的制度；要建立行政人员道德行为的回报机制，奖善惩恶；对乡镇行政人员进行道德教育，使其树立正确的行政伦理价值理念，提高道德行为选择与道德评价能力。农村乡镇行政伦理建设应坚持两者的结合，才能取得理想的效果。更多还原

【Abstract】 In contemporary China,the resolution of "Three Nong" problems concerned with agriculture, countryside and farmer, not only depend on continuous advance of political system reform and economic developments, but also resort to construction of administrative ethic order in countryside villages and towns.In the administrative process of countryside villages and towns, there are some prominent ethic problems, such as objective weakness of administrative power and subjective weakness of administrative obligation, the disparity between subject’s lower quality and modern administrative request, corruption and disequilibrium treatment with farmers’ interest, moral nature of administrative objective and immoral nature of realizing methods, and so on. They affect steadiness of base regime in countryside and realization of building a well- off society in an all- round way in China.A variety of objective causes which include institutive, traditional cultural and historical influence lead to administrative ethic problems in countryside villages and towns. At the same time, subjective cause that administrators lose their moral autonomy is also responsible for them.It ought to have a wider horizon to resolve the ethic problems in the administrative process of countryside villages and towns . From macroscopic pointview, power organization must take the dominant role and provide institutive guarantee for them. Emphasis of the positive participation and supervision which come from the autonomous organzation of villagers and nongovernmental groups should be placed on, and villagers’ moral responsibility consciousness should be heightened in the administrative ethic construction of countryside villages and towns. In addition , it is important to advocate moral autonomy of all- level administrators, in order to eliminate subjeticve cause which lead to administrative ethic problems in countryside villages and towns. As for concrete measures, we must abolish conflictive andunreasonable institution, establish rewarding and punishing mechanism for administrators’ moral conducts, give moral education to administrators of countryside villages and towns to make them establish right value idea about administrative ethic, and improve their ability of making choice in moral conducts and of moral evaluation. In order to acquire ideal effects in the administrative ethic construction of countryside villages and towns , it is imperative that we cast focus on the macroscopic strategy on the one hand and the concrete measures on the other hand.更多还原
