西航公司技改项目工作流程分析及组织结构优化

【摘要】 近年来随着国家对企业技术改造支持力度的不断加大，西航公司的技术改造工作步入了快速发展的轨道，项目数量及项目投资额均大幅度增加。在这种情况下，对技术改造项目的管理也提出了更高的要求。 项目组织是项目管理的基本职能之一，建立一个科学合理、灵活高效的项目组织结构是保证项目目标顺利实现的关键。本文以西航公司技术改造项目组织管理中存在的问题为导向，从流程管理的角度切入，通过对工作流程的分析优化来指导项目组织结构的优化，提出项目组织结构的优化方案。 文章首先对西航公司技术改造项目组织管理的现状进行了分析，揭示了由于项目组织结构的不合理而导致项目运行过程中存在的问题，如协调困难、反应迟缓、项目整体性差等，指出对项目组织结构进行改进优化已成为当务之急。 根据工作流程与组织结构的关系，文章随后从流程管理的角度切入，选取了西航公司技术改造项目实施过程中有代表性的工作流程，采用问卷调查的方法，并应用业务流程改进的管理理论及管理信息流分析技术，对工作流程及管理信息流向进行了调查、描述和分析。通过分析，指出了目前工作流程中存在的主要问题，针对问题提出了对工作流程进行优化的原则，并提出了具体的流程优化方案。 在工作流程优化的基础上，文章提出了对项目组织结构进行优化的原则以及对现有的项目组织结构的优化方案，并对优化的流程及组织结构进行了评价。 本文最后对项目组织结构优化的保障措施进行了分析研究。更多还原

【Abstract】 In recent years, with the continuous strengthening of the State’s support on the technical innovation of enterprises, the technical innovation of Xi’an Aero Engine (group) Co., Ltd. (XAE) steps into the orbit of fast development, and both the project number and investment amount on projects increase greatly. Under this circumstance, higher requirements for the management of technical innovation projects have been put forward. Project organization is one of the basic functions of Project Management, and to establish a scientific and reasonable project organization structure is the key to realize the project target smoothly. Oriented by the existing problems in the technical innovation project organization & management of XAE, the thesis enters into the topic from the direction of process analysis, instructs the optimization of the project organization structure through the analysis on the working process and presents the scheme to optimize the project organization structure.First of all, the thesis conducts analysis on the actual status of the management of the technical renovation project of XAE, reveals the existing problems in the process of project operation resulted from the unreasonableness in the project organization structure, such as difficult coordination, slow reaction and poor integration of the project, and points out that it has become an urgent affair to improve and optimize the project organization structure. After that, according to the relation between working process and organization structure, the thesis enters into the topic from the direction of process management, and selects some representative working processes during the course of the implementation of the technical innovation project, adopts the method of questionnaires and makes advantages of the management theories of Business Process Improvement(BPI) and management information flow analysis technique, makes investigation, description and analysis on the working process and management information flow direction. Through analysis, points out the key problems existing in the present working process. Aiming at these problems, the thesis puts forward the theories for the optimization of working process and also the detailed optimization scheme.Based on the optimization of working process, the thesis puts forward the theories for the optimization of project organization structure as well as the optimization scheme for the optimization of project organization structure. Then estimates the results of the optimization of working process and project organization structure,In the end, the thesis makes analysis and research on the measures to ensure the optimization of project organization structure.更多还原
