【摘要】 资金短缺已成为制约西部经济发展的重要瓶颈，解决西部经济发展所需的资金问题成为当前西部开发急需解决的问题，融资问题的研究对于西部开发的顺利进行具有十分重要的理论意义与现实意义。本文对西部融资问题的论述是通过对不同融资方式的比较选择，围绕当前西部应加强对投资软环境的建设而展开的。 本文通过定性与定量分析的方法，首先论述了资金要素在西部大开发中所起的重要作用。其次分析了目前西部资金短缺的现状，并通过对不同融资方式的比较，指出在解决西部融资问题上不能完全依靠政府财政投资，而需依靠市场自筹来解决所需的资金问题，当前应主要通过改善投资环境，尤其是改善投资软环境，大力吸引国内外投资者、汇集社会资金来解决西部短缺的资金问题。文章论述了完善西部投资软环境的重要性，分析了西部投资软环境落后的原因，最后给出了完善西部投资软环境的相关对策。更多还原

【Abstract】 The financing shortage has badly obstructed the Western China from it’s developing. It has become the pressing task to solve the financing shortage problem and provide enough money to meet the economic growth needs of the West. After comparing with the different kinds of financing ways, the thesis’ study about the West financing shortage problem is mainly carried through the study on the intensifing construction of the Western soft investing environment.With the adoption of qualitative and quantitative ways, the paper first discusses the significant function which the capital factor has played in the Western Development, and then analyzes the current financing shortage status of the West. After comparing with the different financing ways, the thesis points out that it is impossible for the West to solve the financing problem only depending upon the government, but to solve the issue mainly through the Financial Market. To change it’s financing shortage disadvantage, the West should try it’s best to improve it’s investing environment for the sake of attracting more of the investment to the West. The thesis analyzes the causes for the behindhand status of the soft investing environment of the West, and gives some special advice in the end.更多还原
