【摘要】 近年来，我国民间投资在推动经济增长方面作用日益突出。目前，我国民间投资已经遍及国民经济十六大行业，吸纳了各种知识层次、各种素质的人员，特别是大量知识水平较低的人员。因此，扩大民间投资有利于促进我国经济的增长。随着市场经济体制的完善，由于民间投资数额巨大，增长速度快，投资效率高，民间投资无疑是我国未来经济增长的活力所在。但是，由于民间投资的发展面临着许多障碍，民间投资的潜力远未充分发挥。从1998年下半年开始，为了刺激经济增长，我国实行了以基础设施投资为重点的扩张性财政政策，主要手段是发行国债。尽管国债的发行优化了投资结构，提高了我国经济运行的质量，拉动了经济的快速增长，但是，如果长期依赖国债投资可能导致财政风险增加和投资效率递减。同时，大量引进外资也存在一定的局限性。在此情况下，如何促进民间投资，逐步弱化投资增长对国债投资的依赖，推动经济的自主性增长，就变得尤为迫切。 论文运用理论分析与实证分析相结合的方法对民间投资进行了深入地研究。 本文首先分析了政府投资和外商投资对推动我国经济增长的局限性，接着分析了促进民间投资的必然性和可行性，提出了要发挥民间投资的作用；其次，从理论上定性地分析了民间投资在经济增长中的作用，接着，再从定量的角度对民间投资推动经济增长作了实证分析；再次，分析了我国民间投资的发展现状及面临的障碍，总结了部分发达国家和地区以及我国台湾、温州及台州促进民间投资的成功经验；最后，就如何进一步促进我国民间投资进行了分析和探讨。更多还原

【Abstract】 In recent years, Chinese nongovernmental investments have played an increasingly important role in promoting economic growth. This kind of investment has extended into the sixteen main trades of our national economy and can absorb people from all levels of knowledge and quality, specially masses of people of the poorly educated, so further expansion of nongovernmental investments will activate China’ s economic growth. With daily perfection of market economy system, nongovernmental investments that can be characterized by its large sum in investment, rapid speed in expansion, high returning efficiency will surely be a vigorous element in China’s economic growth. However owning to some obstructions existed in nongovernmental investments, its potentials are far from fully developed. From the latter half of 1998, Chinese government carried out the Expanding Financial Policy taking infrastructure investment as its focus and with a main measure of issuing state bonds. Though this kind of measure optimized the structure of investment, increased the quality of our economic operation, stimulated a fast economic growth, a long-term dependence on state bonds investment may result in debt crisis and a decrease in investment efficiency. Meanwhile, there are limitations on introducing foreign investments on an extremely large scale. Thus it is particularly pressing task to further promote Chinese nongovernmental investments, to lessen step-by-step investment growth’s dependence on state bonds, and to boost our economic growth in an independent way.The article is to research profoundly into Chinese nongovernmental investment by using the methods of both theoretical analysis and positive analysis.The article firstly analyze the limitations of governmental investmentsand foreign investments in promoting our economic development, then it analyzes analysis the inevitability and feasibility of nongovernmental investment, putting forward the view of giving full play to nongovernmental investments. Secondly, it analyzes qualitatively the role of nongovernmental investments in economic growth; then quantitatively giving and analyzing some real examples to verify nongovernmental investments’ force to promoting economic growth. Thirdly, we analyze nongovernmental investments’ present situation, barricades and successful experience which some developed countries and regions, China’s Taiwan, Wenzhou, Taizhou have achieved. Finally, we go further into the problem of how to promote China’ s nongovernmental investments.更多还原
