湘潭国有中小企业改革与企业家问题研究

【摘要】 本文介绍了现今我国关于中小企业界定的一些情况，指出了中小企业在社会经济中的重要作用及发展中面临的问题，结合经济体制改革的发展，对湘潭国有中小企业的状况进行了说明，指出随着改革的深入，国有中小企业普遍经营状况较差，已难以适应经济发展的要求，并分析了产生这种状况的一些主要原因。 结合湘潭国有中小企业改革的实例对企业改革的一些方法和模式进行了说明，主要有股份合作制；另立门户，反租经营；破产重组；整体拍卖；分立经营；租赁、承包几种形式。并根据具体情况进行了分析。指出现今改革的重大意义是明确了以产权变革为核心，政府在改革中发挥了主导作用。但现阶段的改革还存在诸多问题，如股份合作制的规范的问题，转换机制不到位，政企不分等问题，对深化改革中存在的一些困难进行了分析，主要是职工观念转变难，困难企业多，政策配套不到位等。 对下一步国有中小企业改革的深化，强调了政府要根据地区经济特点，确定以促进企业家队伍建设为战略选择，并从湘潭的经济发展战略，湘潭的现实资源条件及经济状况，深化改革的条件，发展中小企业几方面加以了说明。对于如何促进企业家队伍建设提出了一些建议，主要是提供现实需求，形成企业家市场，双向选择，鼓励各种人才投身企业改革，形成恰当的激励和约束机制等。更多还原

【Abstract】 The author introduces some knowledge about middle and small firms and emphasizes their importance in our economy. This article gives description of the present situation and reform process of Xiangtan State-Owned middle and small firms. The author applies economic theory to give reasons for the situation.After describing the practical examples of the present reform, the author offers explanation and appraisal to them. The author points the great significance of the present property right change and illustrates the key role of government in the process. But there exist many problems for further modification. About deepening the reform, the author analyses some difficulties, mainly on worker’s idea, trouble firms, government policy etc..For the further reform, the author emphasizes that the government should base the policy-making on characteristics of local economy. Aiming at developing entrepreneur resources is the proper strategy and giving explanation to the conclusion, proposing advice on how to encourage entrepreneur to grow.更多还原
