社会主义市场经济条件下的干部职业道德建设研究

【摘要】 随着我国社会主义市场经济体制的建立和逐步完善，道德建设面临着新环境和新要求。为此，党中央提出依法治国与“以德治国”相结合，把道德建设上升到治国的高度。干部职业道德建设作为其中最重要最关键的部分，引起世人的瞩目。本文正是基于此，就我国现阶段干部职业道德建设进行研究与探讨，探索构建与社会主义市场经济相适应的干部职业道德规范体系，并使其制度化，法律化的有效途径。力图在理论上具有科学性，在实践上具有操作性。从而实现领导干部以其道德力量和人格魅力，来推动全社会道德水平的提高，真正落实“以德治国”方略。 本文主要是运用理论联系实际的方法、文献分析法、经验总结法、逻辑分析法等进行研究和构建的。由四个部分构成： 第一部分：阐述了我国干部职业道德建设的重要性和迫切性。 从干部职业道德在干部素质中的作用及其表率作用的角度，分析了干部职业道德建设道德的重要性，根据市场经济的要求和时代的要求，阐述了干部职业道德的迫切性。 第二部分：阐述了我国现阶段干部职业道德建设存在的问题及成因。 以阐述现阶段干部职业道德存在的问题为切入点，分析了问题存在的成因，并总结了我国的干部职业道德建设的教训。 第三部分：阐述了加强干部职业道德建设的理论依据和历史经验。 主要阐述了马克思主义的干部职业道德理论，汲取和借鉴了中国古代和西方国家官德建设的经验，同时总结了干部职业道德的经验。 第四部分：阐述了社会主义市场经济条件下加强干部职业道德建设的对策。 分析了市场经济条件下，干部职业道德建设的主要内容，并提出了加强干部职业道德建设的主要途径。更多还原

【Abstract】 Moral construction faces new environment and new requirement, with the construction and improvement of socialist market economical system in our country. Therefore, the communist Party puts forward that governing country with law must be combined with governing country with moral, in order to raise moral construction to the height of governing country. The occupational moral construction of leaders or cadres is one of the most crucial parts, which appeals to the world. The article attempts to study the problem of occupational moral construction of leaders or cadres in the Party and government and explore the system of occupational moral construction of leaders or cadres which adjusts to socialist market economy and make it effective pathway, which attempts to become scientific and ethical in theory and operative in practice so as to realize personality charm of leaders or cadres and improve standard of the whole Society moral, and realize the strategy of "governing country with moral".The way of the theory connected with the practice, document analysis, experience summary and logical analysis is used in the article. It consists of four parts: the first part is involved with the importance of occupational moral construction of cadres or leaders of our country. From the point of the role and model role of occupational moral construction in leaders or cadres’ quality, the paper analyses the importance of occupational moral construction of leaders or cadres. According to the market economy’s requirement, the paper illustrates the urgency of occupational moral construction of leaders or cadres; the second part is about the problems and analysis of occupational moral construction of leaders or cadres. From the point of the problems of occupational moral construction of leaders or cadres at present, it analyses the cause of the problem and summarizes the lessons in the occupational moral construction of our country, the third part talks about the theory basis and history experience of strengthening the occupational moral construction of leaders or cadres. It is mainly aboutMarxist occupational moral construction, and absorbs the experiences in the occupational moral construction of officials in Chinese ancient and western countries, and analyses the experiences in occupational moral construction of leaders or cadres in our construction of leaders or cadres in our country; the fourth part centers on the strategy of strengthening the occupational moral construction in socialist market economy.
