【摘要】 科技计划是影响区域科技、经济和社会未来发展的重大行动方案，是政府对科技事业进行宏观调控的基本职能和手段。它的制定、实施和管理体现着政府对发展科技事业的决心和意志。科学技术本身不是竞争力，科学的管理才能够形成竞争力，历史上的许多重大的科技项目都证实了这一点。科技计划管理作为科技管理的重要组成部分，其重要性受到了世界各国政府的高度重视。科技计划管理当中的科技计划评估工作在许多国家已经实现了程序化、制度化。加强科技计划管理，是保证科技发展以经济建设和社会发展为总目标，切实推动经济增长方式从粗放型向集约型转变的现实需要。 我国现行的科技计划管理体制是在传统计划经济体制下建立的科技管理体制的重要组成部分。随着我国改革开放的不断深入和社会主义市场经济体制的逐步完善，这种旧的管理体制暴露出了很多问题，已经不能适应发展社会主义市场经济的需要。主要问题是科技对经济增长的推动作用还没有充分体现出来，科技投入总量不能随着GDP的增长而呈现相应的增长比例，现有科技投入结构中存在与WTO规则不相适应的地方；科技评估工作没有受到重视，没有能发挥出应有的反馈作用等等。因此，本文力图从已有的工作出发，提出一种科技评估的新方法，来解决科技计划评估工作当中存在的一些实际问题。 本文在对现有的各种科技评估方法分析的基础上，应用2000年R&D清查数据和“九五”期间《科技进步统计监测数据》，提出了使用DEA(数据包络分析)方法分析河北省R&D投入对经济增长的影响和确定“九五”期间河北省科技竞争力在全国的排名，指出了河北省“九五”科技计划的实施效果情况。并在上述研究的基础上，结合我省的实际情况提出了相关政策建议。更多还原

【Abstract】 Science and technology program is an important action plan that influences S&T, economics and the future of social development, and it is also one of the basic function of government. Its constitution, actualization and management embody the decision and volition of government. S&T is not the competitive power, scientific management form the competitive power. It has been proved by lots of great S&T programs. Being an important part of S&T management, S&T program management has been regarded by most countries’ government. In the management of S&T program, S&T program evaluation has been realized formality. To strength S&T management is the requirement that guaranteeing the aid of S&T development is economic construction and social development, changing the form of economic development from extensive form to intensive form.The existing management of S&T program was a part of S&T management that established in traditional planned economic system. With the deepening of reforming and opening, the consummating of socialism market economic system, the system emerged many disadvantage. The main problem is the impulsive roll of S&T to economic growth can’t be seen clearly, outlay of S&T can’t grow the same proportion as the GDP’s has grown, the existing S&T investment structure doesn’t agree with the rules of WTO, S&T evaluation has not been regarded as an important work and has not took feedback effect etc. Therefore, paper advanced a new method of S&T evaluation to solve the existing problem on the base of existing work.Basing on the R&D uncovering data of 2000 and’ S&T progress statistic data’ during 1996 to 2000, the paper use DEA method analyces that R&D investment influence upon economic growth, finds out the place of competitive power of Hebei province among all provinces of our country, points out the effect of Hebei province ninth S&T five-year program implementation. Based on the results above, the paper combined the fact of Hebei province and puts forward some suggestions on policy.更多还原
