【摘要】 我国传统的教育管理模式是以政府为本位的，我们把它称之为政本管理模式。它的产生是与我国特定的社会历史背景分不开的。随着我国经济社会的转型，政本管理模式越来越失去其存在的合理性，必须对其进行变革。我国教育管理模式变革的基本趋势，与近年来西方校本管理改革是基本一致的，因而西方校本管理的理论与实践对我国教育管理改革具有重大的借鉴意义。本文通过对政本管理与校本管理两种教育管理模式的社会历史背景、基本特征进行比较、分析，指出校本管理是我国教育管理模式变革的基本取向，并提出了变革的具体思路与策略。本文共分四个部分： 第一部分：政本管理——我国传统的教育管理模式。分析了政本管理模式产生的社会历史背景、基本特征及其理论预设。 第二部分：社会转型与模式易变。指出了我国经济社会转型时期政本管理模式变革的必要性及其阻力，并提出入世是政本管理模式变革的推动剂。 第三部分：校本管理——西方教育管理改革的新动向。介绍了西方国家校本管理改革的社会历史背景及其特征。 第四部分：从政本到校本——我国教育管理模式变革的基本取向。指出了政本管理与校本管理的差异之所在，并提出了从政本过渡到校本的变革策略。更多还原

【Abstract】 Our country’ s traditional education management mode regards government as standard, We call it government-based management(GBM).Its production can not be separated from our country’s specific social historical background. With the transition of the economy society of our country, GBM mode loses rationality of existence more and more, We must improve it. The trend of our country’s educational management improve, is basically unanimous to western countries’ school-based management(SBM) in recent years. So the theory and practice of SBM of western countries have great reference meanings to our country’s educational management reform. This paper compare and analysis the historical background and essential feature of GBM and SBM, point out that SBM is the basic orientation of our country’s educational management reform, and has put forward the concrete thought and tactics of reform. This paper divides four parts altogether:Part one: GBM-our country’s traditional education management mode. This part analysis social historical background, essential feature and theory preserving of GBM.Part two: The society transition and mode reform. This part point out the necessity and resistance of GBM reform in our country economic society transition period, and propose that the accession to the WTO is the push pharmaceutical of GBM reform.Part three:SBM-the new tendency of western countries’ education reform. This part introduce social historical background and characteristic of western countries’ SBM reform.Part four: From GBM to SBM-the basic orientation of our country’s educational management mode reform.
