【摘要】 随着教育信息化的普及以及基础教育的改革与发展，课堂教学中越来越多的采用形象生动的多媒体课件。计算机网络的发展普及，使远程教学这种教学模式得到广泛应用。正是在这种情况下，资源库应运而生，它提供丰富的资源给教师制作多媒体课件。随着教育城域网的建设，资源库开始向分布式方向迈进。目前，制作多媒体课件的工具非常多，像Authware、Flash、PowerPoint等，而且很多工具的功能亦非常强大。然而，用这些工具制作的课件，有些用于网上点播时传输效果不理想；有些不支持网上播放，更重要的是这些工具不能与客户购买的分步式资源库很好的整合，这直接导致分布式资源库的利用率不高。为了让用户充分利用自购的分布式资源库，就需要提供一个制作方便、快捷，与资源库无缝整合的一个制作系统，并且由该系统制作的电子课程能够在网络上播放。 本文对XML、SMIL语言、流媒体技术及WEB SERVICE作了详细的介绍分析。在分析比较当今各种制作工具优缺点的基础上，设计开发了一个易于使用、与分布式资源无缝连接的多媒体课件制作工具。该工具具有很好的兼容性，能够尽可能的利用原有制作工具制作出来的结果，它使教师能轻松地制作出生动活泼的多媒体网络电子课程。 《K12非编多媒体课程制作系统》在数据交换上采用了“国际语言”XML，这使该制作系统能更好地与其它系统交换数据；在数据传输上采用了流媒体技术，这使制作的多媒体课程在网络上的播放更加流畅；在多种媒体的同步播放上采用了SMIL语言，这使多种媒体在网络上播放时能准确同步，并能自动根据用户带宽选择媒体文件；在与分布式资源库的整合上采用了WEB SERVICE技术，这使该制作系统很方便地实现了与分布式资源库的整合；由于采用时间线与页相结合的方式，亦使系统制作更加直观。更多还原

【Abstract】 As the popularization of education information and the development and reform of fundamental education, more and more active multimedia coursewares are applied in our teaching; As the development and popularization of computer network, long-distance teaching is gain ground step by step. Just under this condition the Resource-Base appear, which can provide plentiful resources for teachers to make multimedia courseware. Resource-Base is changing into distributed Resource-Base as the development of Municipality Area Net-MAN. Now There are so many powerful tools for multimedia courseware, such as Authwar, Flash, PowerPoint, etc. The electrical courses made by some tools are intergrate files and not easily video on demand-VOD in the neto Whereas others can not play in the net. I think the main shortcoming of these tools is that they can’t integrate with clients’ distributed Resource-Base, which directly contribute to the low usage of the distributed Resource-Base,, In order to fully use the distributed Resource-Base we need provide a system which are handy, easy to use. The electrical courses made by the system can integrate seamlessly with the Resource-Base and easily transmit in the netThe paper introduce the XML, SMIL, Streaming Media Technology and Web Service in detail. Based on the analysis of the merits and demerits of some tools for courseware we development a courseware tool which is easy to use and seamless integrate with resource web. It can inherit the result of pervious electrical courses and teachers can easily make the vivid and vigorous multimedia and network courseware by it?On data exchange, 《K12 Nonlinear Edit Multimedia Net Course Making System》 use international language XML and it can easily exchange and share data with other systems. On data transmission it use the streaming media technology and it make fluent playing in the net. On synchronize playing of multimedia it use SMIL language and it make the exact synchronization and automatic change media files in line with users’ band.
