【摘要】 目前，我国的兽药产品质量水平普遍较低，产品的质量和标准达不到国际要求，为有效地运用国际通行规则来行使权利和承担义务，从而减轻因加入WTO对我国动物性产品贸易带来的负面影响，深入研究发达国家的兽药法规、兽药标准以及运行机制和监督管理体系，学习和借鉴国外先进作法和经验已是势在必行，欧盟及其成员国在这方面积累了丰富而实用的经验，具有一定的代表性，在很大程度上引导甚至左右众多国际公认标准的发展方向和制定过程，对国际兽药产品的贸易也有着重大影响。 通过与欧盟及其成员国兽药法的比较研究，建议继续加快兽药法规体系建设进程，进一步加强兽药残留监控工作，继续深入兽药市场监督管理工作，加快实施兽药GMP步伐，促进兽药行业的健康发展。更多还原

【Abstract】 At present, the quality level of animal products in China is generally low, and the product and standard of the products can not meet the international demands, which greatly influences the export of these products. In order to exercise the rights and undertake the obligations with current international practices to reduce the negative influences of animal products trade caused by the access to the World Trade Organization, it is imperative to make Further research on veterinary medicine law, veterinary medicine standard, operating mechanisms, supervision and management systems, to study and use the advanced experiences of the developed countries. European Union and its member states have accumulated rich, useful and representative experiences. Their veterinary medicine laws and standards are usually rich, good and adjust, which lead and even control the developing trends and formulating process of most current international standards. It also has great influence on the trade of the international veterinary medicine.Through the comparative studies with European Union and its member states, it was suggested that we should take further action to accelerate and reinforce the building process of veterinary medicine law system, the supervision work of the remaining veterinary medicine, the supervision and ministration of the veterinary medicine market, the process of the veterinary medicine GMP, the veterinary medicine management and the rigorous enforcement of the law, and thereby to promote the healthy development of the veterinary medicine.更多还原
