县级水土保持监测信息系统的研究

【摘要】 水土保持监测是当前水土保持工作的重要内容之一。建立县级水土保持监测信息系统,实现及时、准确、系统地监测水土流失及其治理成效,是防治水土流失,改善生态环境的基础。本研究从水土流失因子、土壤侵蚀、治理状况和效益评价等4个方面,对县级水土保持监测指标体系的设置及数据内容、属性、结构、精度和存储、标记方式等进行统一规范。并以自主版权的面向水土保持的专业GIS软件RegionManager为平台,运用3S技术、数据库、管理信息系统等技术和方法建立了县级水土保持监测管理信息系统,系统具有数字化输入、图像处理、数据库管理、综合制图、空间相关分析等功能。该系统应用到延庆县水土保持工作中,取得了较好的效果。为县级政府防治水土流失,保护、改良和合理利用水土资源、规划等提供基础资料,为改善生态环境,实现可持续发展战略提供科学的决策依据。

【Abstract】 Soil and water conservation monitoring is one of important contents of soil and water conservation. It is the basis for preventing and curing the soil and water loss, and improving the environment, to construct information system of soil and water conservation monitoring on county level, to realize to monitoring soil and water loss and prevention benefit timely, accurately and systematically. The information system of soil and water conservation monitoring which I have designed has many functions such as digitalize, image processing, cartographic tools, spatial analysis etc, taking Yanqing county as a case, and taking Regionmanager as a platform. It monitors and evaluates the situation of soil and water loss, and soil and water conservation from four aspects: soil and water loss factors, soil erosion, harnessment and efficency evaluation. It provides basic materials for prevention soil and water conservation, protection, improvement, and reasonable use of water and soil resource, and planning. It provides a policy-making basis for improvement environment, and realizing sustainable development.
