【摘要】 金融租赁产生于1952年的美国，之后在全球范围内迅速发展起来，到1995年，金融租赁在全球成为仅次于银行信贷的第二大债权融资方式，被称为“朝阳行业”。我国于1981年引入金融租赁，80年代金融租赁发展迅速。但是，90年代初期之后，交易额逐渐萎缩，行业整体陷入了困境。为何在国外被誉为“朝阳行业”的金融租赁业在我国几乎成为了弃儿?本文的研究目的是分析我国金融租赁业在我国经济发展中的作用以及金融租赁业在我国是否还有发展的可能和必要，并通过研究我国金融租赁业的发展现状，剖析其发展过程中存在的问题，挖掘制约我国金融租赁业发展的瓶颈因素，为进一步发展金融租赁业提供对策以供参考。 本文充分地运用了理论研究、实证分析、统计分析等方法。本文从深入研究金融租赁的本质特征和比较优势入手，通过分析世界金融租赁业和我国金融租赁业发展现状，论述了我国金融租赁业与发达国家之间存在的差距，以及金融租赁业在我国发展的必要性和可行性。本文引用大量数据来研究我国租赁业发展现状和历程，剖析其发展缓慢的原因，最后从八个方面阐述了制约我国金融租赁业发展的瓶颈因素。在以上研究的基础上，从四个方面提出了促进我国金融租赁业发展的对策。 本文对于正确认识金融租赁业在我国的作用和地位，分析和理解金融租赁业面临的问题等具有一定的价值，并且提出的对策建议着眼于创新性和可行性，对于政府宏观政策的制定具有一定的借鉴作用，对于促进我国金融租赁业的发展具有一定的实践意义。更多还原

【Abstract】 Financial leasing was first produced in America in 1952, later it has spread world-widely. Financial leasing is one kind of credit finance methods. In 1995 the exchange of financial leasing was just less than bank credit form in the world. It was named ’’new industry". In China financial leasing is imported in 1981 and made big progress in the 1980s, But after the first period of 1990s, the exchange of financial leasing had gradually coming less and less The whole line came into trouble. Why the financial leasing was ignored in China while it was paid much importance on in other countries? The purpose on writing this paper is to analyze the role of financial leasing in the economy of China and whether it is possible and necessary or not for it going on existing in China By making research on the development actuality of financial leasing in China 1 want to discover the reason why it develop so slowly. And the last purpose is to offer some measures on how to speed up the development of financial leasing in ChinaIn this paper I fully use theory research, statistic analysis and practice analysis. In the paper I fully research on the characteristics and special superiority of financial leasing. By analyzing both world leasing and china leasing I discover the distance between them and the possibility and necessity of developing financial leasing in china Through indexing a lot of data I analyze the developing actuality and developing course of financial leasing in china And then I discover the reasons lead to slow development of financial leasing. Then I discuss the limiting factors from eight sides. On the basis of the above, I offer some measures from four sides about how to develop the financial leasing.The paper is useful in knowing the role and status of financial leasing in our country. It’s valuable for us to analyze and understand the problems which financial leasing is facing.The measures I offer in this paper are creative and practical.
