【摘要】 在一个以不断地满足人们日益增长的物质和文化生活需要为目标的人类社会里，马斯洛的需求理论因其对个体人性和群体社会性的揭示而被广泛应用到社会经济生活中的许多层面，其实我们还可以从微观经济学的数学方法中找到更为精美的阐述。人和机构在经济学分析中是共性和可以定量的。中国的民营企业家的成长曲线和中国民营企业的发展曲线是成正比的。第一次是生存压力的内驱，第二次是政策设计安排导向的作用结果，那么第三次就是知识经济中技术变量的函数。第三次创业具有中国特征使对该领域的研究无疑具有亚洲或者世界的意义了。 民营企业的追求和人的追求相似，即满足、追求效用的最大化，其效用函数是一条反映边际效益递减的无差异曲线，表现了人们对收入与闲暇的鱼和熊掌式的矛盾取舍。在人们物质生活已极大改善的今天，可以满足文化生活需要的供给就成为紧缺，人们愿意牺牲一些获得收入的机会去换取闲暇，求得健康，这也可以从世界自然生态、绿色环保的潮流中得到佐证，甚至于有智者将休闲归纳为新世纪除和平与发展之外的世界第三大潮流。第三次创业的宏观背景是动态和国际化。其特性的表述将是该文的重点。 中国民营企业的三次创业的研究需要审视地发展的战略眼光。我对中国民营企业三次创业经历有肤浅认识，但是理论的视野恰是我的不足。再想实证主义也是一种经济研究方法。我以为把眼光从昨天看到今天，再以此研判明天新经济的方向，或许这样一种以时间为轴线的研究方法会对人有所帮助。我们知道，曾经因为蒸汽机、计算机等生产工具出现，因为对工业钢材、农业良种等劳动对象的利用，人类社会生产财富的能力得到了几何级数的提高。而今天，人们已更深刻地认识到劳动者是生产力系统的主体，认识到科学技术对人、对生产力发展举足轻重的作用，科学技术是第一生产力已成为人们普遍的共识。研究中国应该再界定为中国大陆民营经济三次创业最为关键的两个变量是：人力资本+市场机制。 所谓的第三次创业就是中国民营企业发展开始在新经济的平台上用知识管理企业和市场，整合资源所创造出的新领域、新市场，并因此带来经济繁荣和社会进步，就是由新的生产力形式创造的经济增量范畴。更多还原

【Abstract】 In a human society aiming at meeting the increasing requirements of its members’ material life and cultural life,Marlow’s demand theory has been broadly used in many social and economic areas due to its interpretation of the individual humanity and the group sociality. However,the mathematical methods in microeconomics can give us more elaborate proof to similar problems,for both mankind and institutions are of generality and can be expressed in quantitative terms in the economic analysis. The growing curve of the Chinese private entrepreneur is in positive correlation with the developing curve Chinese private enterprises. The first correlation was driven by their survival pressure. The second was directed by the policies of government. Moreover,the third is the function of technology variable in knowledge economy. Undoubtedly,the research on the characteristics of the third development of private enterprises in China is of significant importance to Asia or even the world.The pursuit of private enterprise,which is similar to that of human being,is to seek the maximum utility. Its utility function can be expressed as a non-variance curve reflecting diminishing marginal revenue as well as the paradoxical choice of people between earning money and entertainment. Nowadays,our material lives have been improved greatly and accordingly the supply to meet cultural requirements has been in shortage. For example,people would like to seek more comfortable and healthful live at the sacrifice of earning money,which can be proved by the worldwide trends of natural ecology and green environmental protection. Moreover,some people claim entertainment as the third biggest world trend except peace and development in the new century. The macro-background of the third development is dynamic and internationalized. The interpretation of its characteristics is the center of this paper.Research on the third development of the Chinese Private enterprise should take the dynamic and cautious view of strategy. In my opinion,the developing practice of private enterprise itself is enough,but the current theoretical viewpoints are not full. Considering that empiricism is an efficient economic method,I think that we can direct today’s private enterprises from yesterday’s developing experiences and then judge the direction of tomorrow’s new economy. This method,taking time as its axis,may be helpful for us. As we all know,mankind’s ability to create wealth had been promoted at the speed of geometric progression,due to the invention of steam engine and computer and the utilization of steels and improved varieties. Today,we have realized deeply that workers is the main body of productive force system,and science as well as technology play an important role in the development of human society as well as productive forces. As a result,people have recognized that science and technology is the first productive force. So two key variables,human capital and market mechanism,should be redefined in researching the third development of private economy in China mainland.The third development means that,on the platform of new economy,the Chinese private enterprises use knowledge to run enterprises as well as markets,reorganize resources to create new areas and new markets,and then bring us with the prosperity of economy and the progress of society.
