【摘要】 目的： 初步探讨中医药“应用类”项目立项过程的评价模式，为“组织评标”及中标预测提供参考依据。 方法： 本研究主要应用方法：专家咨询法和层次分析法。 ·评价要素和评价指标选择——采用专家咨询法。 ·评价体系构建——采用层次分析法、专家咨询法和四级划分法等。 本研究还采用加权求和法计算待评项目综合得分，并应用ASP编程实现中标预测计算机应用。 结果： ·提交一套中医药“应用类”项目立项过程评价指标及评价体系。 ·建立网络型计算机评价系统。 结论： 本项研究筛选的评价指标、各指标的权重基本合理；评价体系结构直观明了；在网络上应用计算机编程开展项目中标预测操作简单可行，中标项目与未中标项目之间在评价的最后得分上确实存在显著的差异。认为本 中医药“应用类”项目立项过程评价模式研究与应用初探模式可以作为科研项目（立项）评价的参考，并对科研申报有一定的指导意义。更多还原

【Abstract】 Purpose:Preliminary approach the evaluation model during the process of the establishment of the applied project for TCM , and provide references and evidences for the appraise organized and the forecast of project’s establishment.Method:The main applied method in this research: The Specialists Inquired Method and The Analytic Hierarchy Process. The selection of evaluated elements and evaluated indexes-adopted TheSpecialists Inquired Method etc. The establishment of the evaluation system-adopted The Analytic HierarchyProcess, The Specialists Inquired Method and The Four Class Divided Method etc.Calculate the comprehensive score for the evaluated project with Weighted Sum Method , and achieve the forecast of project’s establishment in computer with ASP programming.Result:1. Submit a set of evaluate indexes and evaluate system applied in the process of the establishment of the applied project for TCM. 2. Establish international computer evaluate system.Conclusion:The optioned evaluated indexes and each weights of the indexes iselementary rational; the structure of evaluate system is directly perceived through the senses; carrying out the the forecast of project’s establishment applied programming technique in the internet is simple and feasible; the final score between the established projects and the declared projects exist prominent differences.
