【摘要】 本文主要论述环保制造业国有企业非在岗人力资源的开发与利用。环保制造业作为我国的朝阳产业，自70年代起步以来，经过20多年的发展取得了显著的成绩。但在非国有经济成分的冲击下，环保制造业国有企业陷入困境。为了生存与发展，环保制造业国企按照“十五大”精神，进行改制，导致大量非在岗人员的出现。非在岗人力资源是企业和社会的宝贵财富，必须确立以人力资源开发为中心的发展战略，挖掘非在岗人力资源的潜力。非在岗人力资源的社会市场化，可以推动非在岗人力资源社会化的流动，最终通过社会人力资源市场的有效配置，达到非在岗人力资源社会化的开发和利用。而企业对其非在岗人力资源的综合开发，则是环保制造业非在岗人力资源开发与利用的更为重要的途径。通过企业内部转岗培训，努力开辟和增加上岗机会，在企业实际资源有效配置的过程中，实现对非在岗人力资源的二次开发；以发展企业环保纵深领域为目标，多层次开发非在岗人力资源，从而实现企业发展与非在岗人力资源开发利用的最佳组合。 本文分四个部分：第一部分分析了环保制造业国有企业的现状；第二部分论述了非在岗人力资源开发利用的重要性；第三部分剖析了非在岗人力资源开发利用的难点；第四部分则根据环保制造业的特点，提出了其非在岗人力资源开发利用的几种途径。更多还原

【Abstract】 The thesis describes the reuse of the extra human resource in the state run environmental equipment manufactures. The environmental equipment manufacturing is a new industry in China. After twenty years development,great success has been achieved since it first established in 1970’s. However,with the competition from private company,the state run environmental equipment manufacturing companies had tremendous difficulties. For surviving and success,the state run environmental equipment companies carried out a reform following the instruction of the fifteen’s,conference of the communist party. The reform created a large amount of the extra manpower. The extra human resource is a useful resource for the industry and society. Searching the potential of the extra human resource should base on the strategy of development of human resource. The development of the human resource market could stimulate relocation of the extra human resource in the society. Eventually,the reuse of the extra human resource in the society could be achieved through the optimization of the human resource in the society. Optimizing the reuse of the extra human resource within the company itself is a more important method of the reuse of the extra human resource. Through retraining extra human resource within the state run companies,the extra human resource could be relbcated to a new position. During the effective arrangement of the existing human resource,redevelopment of the extra human resource can be realized. With the objective of the development of the new territory of the environment equipment manufacturing,develop the multi-level human resource.
