【摘要】 18世纪中叶以来，随着工业革命的推进，世界城市化发展逐步加快，一方面它极大地推动了社会进步，促进了国家和城市的经济社会发展，使城市成为国家的政治、经济、文化教育、科技和对外交流中心，成为国民经济和人类文明发展的主要动力；另一方面它又造成城市规模急剧扩大，城市不断向外扩张，城乡发展失去平衡，并且带来一系列的城市问题和危机。人们在积极寻求对策的过程中，在不同学科的基础上，逐渐形成和发展了一些近现代的城市规划理论。近年来，中国城市化也进入了加速发展阶段，并取得了极大的成就，但同时在城市发展过程中也出现了种种错综复杂的问题。 山地人居环境由于其独特的自然生态条件与社会、经济、历史、文化等特点，决定了其发展与演变具有自身的规律性以及规划建设的特殊性和复杂性。对于这一方面，人们普遍地还缺乏认识和足够的重视。在山地开发和城镇建设中，屡屡出现所谓“破坏性的建设”，给脆弱的山地生态系统带来严重的后果。因此，迫切需要发展新的学术概念，对一系列聚居、社会和环境问题作进一步的综合论证和整体思考，以适应时代发展的需要。 具有170多万人口的山城万州，地处三峡库区，城市化的加速发展为城市带来了日新月异的变化，与此同时也出现了一些迫切需要解决的城市问题。三峡工程的兴建，更加大了研究的紧迫性。研究选择库区山地人居环境建设中的突出问题，探索在继承与发扬库区城市优秀传统的基础上，从建筑学和城市规划专业的角度，结合其它学科领域的知识从城市化、城市形态、城市现状问题调查出发，结合工程实例，对旧城改造、新城建设、城市生态、城市绿化、城市交通、移民迁建设提出一系列指导性构思，形成具有理论意义和实践价值的结论成果，指导广大库区山地城市规划建设科学、合理的发展。 通过分析与思考，笔者得出山地人居环境建设有其自身的特点和规律，山地人居环境建设不能沿袭平原地区的规划建设理论与方法、布局结构模式、政策、法规制度和技术，要高度重视山地人居环境的特点、地方建筑特色与当地文化的继承与发展，保护历史文物建筑及其地段。提出适用于山地人居环境建设与管理的方法，并对建设及管理者提出新的时代要求。更多还原

【Abstract】 With the progress of the industrial revolution since the middle of the 18th century, the global urbanization is speeding its steps gradually. This trend promotes the progress of the whole society: promote the development of the nation and city’s economic side, which make city the center of the nation’s politics, economics, culture and education, scientific technology and outside exchanges, and the main resources of the national economics and human civilization. At the mean time, it causes the rapid expansion of the size of the city, the invade of the city, the balance of the city and the country, and a series of urban problems and crisis. People gradually formed and developed some modern urban planning theory. The urbanization in China enters the rapid development in these years, and made great achievements in this field. However, all kinds of complex problems came out in the process of the development of the city.Based on its specific natural ecologic conditions and its social, economic, historic and cultural characters, mountain area human settlements formed its own in its development and evolution. However, people generally know little about it and pay little attention to this character. In the process of the exploit of the mountain and the construction of the city, "the deconstruction construction" , which have caused very bad effects to the originally fragile mountain ecological systems. Therefore, it is imminent to develop the new academic concepts, on the basis of the comprehensive discussion and integrated consideration of the residence, social and environment issues, to adapt to the development of the society. .Wanzhou, the so- called Mountain City, is located in the resort of the Three Gorges with its population of over 170 million.
