事业单位改革制度创新问题研究

【摘要】 随着机构改革和人事制度改革的推进，事业单位改革已经成为各项改革中一个新的热点和重点。但事业单位改革中的制度性障碍已成为制约事业单位改革进程的重要因素。因此，制度创新问题是摆在事业单位改革面前的一个亟待解决的问题。本文以邓小平理论和江泽民同志“三个代表”重要讲话为指导；运用辩证唯物主义和历史唯物主义的基本观点，通过对事业单位历史沿革和存在问题的分析，结合改革开放以来事业单位改革实践，提出制度创新是当前事业单位改革的关键问题；从事业单位改革的方向和内外部环境理性分析了制度创新的重要性，以期能够对制度创新在整个事业单位改革过程中的重要性有个宏观的思考；在总结事业单位改革实践基础上，理论上提出了六大制度创新问题，较系统地构建了事业单位改革制度创新体系；从制度创新引申出了构建事业单位改革的创新体系理念，以期从构建创新体系角度推动事业单位改革的进程。 本文通过对制度创新的理性分析，理论上较系统地构建了事业单位的制度创新体系，从制度创新引申出构建事业单位改革的创新体系，试图从制度创新入手为事业单位改革理出较完整的思路，以期为政府决策和事业单位改革实践提供参考。更多还原

【Abstract】 Reform along with the organization with the propulsion, business unit that the personnel system reform which have already become various reformations the inside a new hot point with point. But the business unit reform the inside’s system the obstacle to have become the system the roughly business unit to reform into the process’s important factor. Therefore, an urgent problem that system set up the problem to put to reform the in front in the business unit need the problem of the solution.
