【摘要】 随着社会主义市场经济的不断深化和完善，运用经济学分析的方法，解决现实经济活动中出现的新情况、新问题，探索解决新情况和新问题的新思路、新途径，既是客观经济规律的需要，也是市场经济不断发育和完善的需要。本文从“高校后勤改革”传统的理论研究成果和方法中跳出来，用经济学分析的方法来重新审视正在进行的“高校后勤社会化改革”。首先，以高校后勤的属性作为经济学分析的立足点和出发点，确立了高校后勤产业属性的经济学地位。又将“资本”、“所有权”、“产权”等经济学概念引入高校后勤之中，对社会化改革的高校后勤企业的资本营运及其主体，分别进行了探讨和考察，提出：高校后勤社会化改革要在产权明晰的基础上，确立和培育资本营运主体，启动和盘活高校后勤的存量资本。其次，对社会化改革中高校后勤的市场供求、市场营销、成本利润进行了探讨和分析，提出必须进行供求创新，调整市场供给结构，创造市场需求；必须转变生产经营观念，导入CIS；明确指出社会化改革是高校后勤成本分担与补偿的有效途径之一。文章最后，从制度创新、制度变迁，以及市场失灵和未经竞争而形成的垄断等方面，提出政府必须转变职能，致力完善制度环境，提高市场质量，兼顾公平与效率，保证高校后勤社会化改革能够健康、稳定、持续发展。更多还原

【Abstract】 With the development and perfection of our Chinese market economy,not only the objective economic principles,but also the continuous development and perfection of the market economy,need us to solve the new situations and problems in the factual economic activities,to explore the new ideas and ways of solution to the problems. This paper,through economic analysis,rather than the traditional theoretical ways of analysis,reviewed the presently undertaking reformations of the university rear-service (URS). To start with,this paper took the nature of URS as the basis and the start point of economic analysis,and established the URS’s proper or definite position in economics. The paper also invited some economic concepts,like apital" "ownership" "property right" into the URS,explored and inspected the capital operating and the main body of the enterprises of socialized reformatory URS,suggested that the socialized reformation of the URS should be based on the clearness of the property right to establish and breed the main body of capital .operating,to start the accumulated capital and make it become more active. Next,the paper explored and analyzed the demand and supply,marketing,the profit of the cost of the reformatory URS,and emphasized that we must bring forth mew ideas,adjust the market structure of demand and supply,create a market demand,change our attitudes toward production and operation,invited CIS,and pointed out that socialized reform is an effective way of cost supplement for the URS. At last,in the light of creation of the system,the changes of the system,the ineffective power of the market,the monopoly which is lack of competition,the paper finally put forward that government must change their functions,devote to perfect the system’s environment,better the quality of the market,give consideration to both justice and efficiency,to ensure the reform of the URS is undertaken in a healthy,steady,continuous way.更多还原
