我国可持续发展战略与企业的应对策略研究

【摘要】 制定和实施《中国21世纪议程》，走可持续发展之路，是中国在21世纪自身发展的需要和必然选择，是实现我国现代化的必然选择。只有将经济、社会的发展与资源、环境相协调，走可持续发展之路，才是中国发展的前途所在。 企业的生产及活动对环境负有责任，可持续经济增长和高环境质量可以通过良好的环境管理和“少投入多产出”来实现。企业在实施《中国21世纪议程》中，要通过改变其传统的生产模式，清洁生产，提高生产效率，最大限度地利用自然资源，最大限度地减轻对环境的不利影响，生产绿色商品，进行绿色营销。加强环境管理已成为企业现代化管理的重要内容。 根据我国可持续发展战略对企业发展的要求，论文探讨了企业实施清洁生产对可持续发展的作用，以及对企业自身发展的主要意义。介绍了实施清洁生产的程序与措施。阐述了ISO14000国际环保标准对企业发展的主要意义、实施的程序与措施。提出了与可持续发展相适应的其他企业环境管理工作。最后，选择了两家代表性大型企业进行了清洁生产实例研究探讨。论文的研究结果体现了以下四个特点： 1、将《中国21世纪议程》的一些思想与企业现代化管理结合起来。 2、将工业环境保护的一些技术措施与企业现代化管理思想结合起来。 3、用ISO14000环保国际标准来推进企业现代化管理工作。 4、将环境会计中环境成本管理与企业市场营销结合起来。以使加入WTO后我国企业在国际市场中更具竞争力。更多还原

【Abstract】 The demand of self-development and modernization makes it a must and an inevitable choice for China to formulate and implement the "21st Century Agenda of China" and to follow the route of sustainable development. The future of China lies in well coordination of the development of economy and the protection of natural resources and environment.Enterprises should shoulder the responsibility of protecting environment. Sustainable development of economy and first class environmental quality can be realized through well management of environmental protection and launching of "maximum production with minimum resources." In implementing "21st Century Agenda of China", enterprises should carry out clean production through innovating traditional modes of production and increase production efficiency. They should also make the best use of natural resources while reducing negative effect on environment to the greatest extent. Besides, they should stick to the principle of producing and selling green products. Strengthening environmental protection has become an important content of the management of modern enterprises.This essay discusses the significance of the implementation of clean production to sustainable development as well as to the self-development of enterprises. Procedures and measures of clean production are recommended. The significance of ISO 14000 international standard of environmental protection to the development of enterprises is discussed and relevant procedures and measures are introduced. Other aspects of the management of environmental protection concerning sustainable development have also been discussed.The key ideas of this essay are as the following:1. Integrating conceptions of the "21st Century Agenda" with modern management of enterprises.2. Integrating tactics of environmental protection in industry with conceptions of modern management of enterprises.3. Enhancing the management of modem enterprises with criteria of ISL14000 international environmental protection.4. Integrating the management of environmental costs in the domain of Environmental Accountancy with marketing of enterprises so as to make our enterprises more competitive in the world market after China’s entry into WTO.更多还原
