工程项目全面风险管理的理论与方法研究

【摘要】 工程项目作为集合经济、技术、管理、组织各方面的综合性社会活动,它在各个方面都存在着不确定性,工程项目迫切需要加强风险管理。在现代项目管理中,风险管理已成为研究的热点之一。 人们对风险的研究历史悠久,但直到近些年来,才在项目管理系统中提出全面风险管理的概念。全面风险管理就是用系统的、动态的方法进行控制,以减少项目过程中的不确定性。全面风险管理思想强调,项目风险管理应是项目全过程、全部活动、全方位的管理,并且应是基于战略目标之上的。全面风险管理关注的是项目的战略目标和最终结果,关注项目整体效果的偏移,而传统的风险管理关注的是项目实施的各个具体阶段和活动的风险。工程项目中的风险具有全面性的特点。 本文对工程项目全面风险管理的理论及其管理过程进行了研究与探讨,并详细介绍了各种管理工具与方法。

【Abstract】 Engineering projects are social actives which intergrate with economy, technology, management, organization. There are uncertainties in each respect of engineering projects and engineering projects need risk management. Today , risk management has become one of the centeral issue of study in project management.Risk management has been studied long before, but not until recent years has the theory of overall risk management been put forward. Overall risk management is to control in a systematic and dynamic way to decrease the uncertainties in the process of projects. According to the overall risk management theory , project risk management should be the management of all the actives and respects during the whole project life cycle and based on the stategical objective. Overall risk management pay close attention to the stategical objective and the final outcome of the project and the overall effect deviation of the project as a whole. And traditional project risk management pay attention to each specific phase and active in the implementation of the project. The risks in engineering project have the character of comprehensive.The theory and management process of overall engineering project risk management have been studied in this article, and there are also introduction of the tools and methods of risk management.
