北京市道路交通噪声信息管理系统的研究

【摘要】 本论文研究的基本内容是在城市道路交通噪声的管理工作中,借助地理信息系统这一数字化的信息技术,对城市道路交通中的噪声管理与分析工作中的数字管理手段的实施的工作技术管理平台进行制作、开发与完善。 通过大量相关文献的检索与查阅,发现国、内外在利用GIS管理大都市道路噪声方面的研究很少;因此,本论文的研究具有一定的前缘性、必要性和填补空白的作用。同时,由于信息化管理是大势所趋,在这方面本论文又具有一定的实用性。 本论文在深入剖析地理信息系统自身的理论及其在相关专业领域中应用现状的基础上,对城市道路交通噪声的特点、现状及其管理手段进行了研究;提出了在开发基于地理信息系统的城市道路交通噪声信息管理系统时,应采用客户端/服务器模式进行开发。在此基础上,设计并制作了数据输入、数据存储和检索、数据操作、分析及分析报告等四个功能的子系统;其中数据操作和分析子系统是每一个城市道路交通噪声信息管理系统的核心内容。同时,本文还对这四个子系统的开发方法进行了一定程度的讨论。 本论文工作在采用了城市道路噪声管理技术系统开发框架的基础上,结合北京市情况,开发了北京市道路交通噪声信息管理系统。在系统的开发过程中,采用了地理信息系统平台与地理信息系统控件相结合的手段。具体工作中使用了ArcView3.1桌面地理信息系统平台来完成空间数据的输入与空间数据库的建立和修改;采用MapObjects控件在Visual Basic6.0的开发环境下开发系统的查询、分析、显示、输出、存储等主要功能。 该系统以北京市主要道路的噪声监测值作为管理与处理对象,实现能了如下功能: (1)能够对北京市交通噪声污染的空间分布进行统计分析和评价; (2)提供了道路交通噪声对居民小区影响的实时模拟,使我们对交通噪声在居民区的空间分布和变化情况一目了然; (3)提供了对于环境噪声法规和标推的查询和检索,极大的方便了环境工作者的使用; (4)实现了空间数据与属性数据管理,诸如数据添加、修改、删除等等; (5)实现了环境空间数据和属性数据的交互查询,用户可根据具体的需要选择合适的查询方式,获取空间位置的信息或者是时间上的环境信息; (6)制图与制表输出,系统中实现了对于各种空间与属性数据的分析结果以文件或者打印方式输出的功能,极大地方便了用户的使用。 城市道路交通噪声信息管理系统的研究与实施可以建立准确、一致的信息来源渠道,加快环境信息的流通速度,提高环境信息资源的利用率,减轻环境工作者的工作负担,提高环境管理工作中的效率,为环境管理和环境规划与评价提供依据;该系统的建立与开发同时也为开发类似系统的环境工作者提供参考和借 摘 要一鉴,为今后实施集水、气、噪声、固体废弃物为一体的环境管理信息系统平台提供了一个子框架。

【Abstract】 The basic studying content of this paper is developing and perfecting digital technological management platform in metropolitan roads’ traffic noise by Geographical Information System, that is digital technology.By searching and previewing a lot of documents related with Geographical Information System, I found there had been few researches in this field. So this paper is to some degree innovative and necessary. And because informational management is great prevailing, this paper is to some extent practical.By the basis of advanced study on Geographical Information System and the applying actuality in other fields, we researched on the characteristics, the actuality and the managing methods of metropolitan traffic noise. And we submitted that the mode, which is Client/Server, should be used in developing metropolitan roads’ traffic noise information management system. On this basis, these four subsystems, included Data Input System, Data Store and Preview System, Data Manipulate and Analysis System and Report System, were designed and built. In these four subsystems, Data Manipulate System and Analysis System is kernel system. Meanwhile, we discussed the developing methods of these four subsystems to some degree.In this paper, according to conditions of Beijing City, we developed Information Management System of Roads’ Traffic Noise of Beijing on the basis of using developing frame of metropolitan roads’ noise management system. In the process of development, we integrate two modes: GIS platform and GIS developing toolkit. The inputting spatial data and building and mending spatial database are on Arc View GIS, one leading software for desktop and mapping. In the Visual Basic 6.0, these functions of querying, analysis, displaying, inputting and store were developed.This system has some functions as following:First, statistic analysis and valuation of the spatial distribution of Beijing traffic noise; Second, real-time simulation of the affection that is traffic noise in residential area; Third, previewing statues and standards of environmental noise; Fourth, management of spatial data and property data; Fifth, alternant querying of spatial data and property data; Sixth, inputting graphs and tables.We can build accurate and identical channels of information’s coming, accelerate the circulation rate of environmental information, and increase the efficiency of environmental information resources by studying and implementing metropolitanenvironmental noise management information system. Meanwhile, it can reduce the burden of these environmental workers. They can use it for environmental planning and environmental estimating. This study also offers a basic frame for implementing general environmental management information system platform, which integrates water, air, noise and garbage.
