计划生育村民治理研究

【摘要】 我国农村计划生育工作的开展已取得很大成绩，但随着市场经济和基层民主政治的发展，计划生育工作原先那套主要依靠行政强制性推行的模式已日渐不适应农村的新环境。因此，如何将村级计划生育工作纳入村民自治轨道就成为当前必须面对的课题。本文在总结已有研究成果和对嘉兴市试点村进行实地考察的基础上，提出了计划生育村民治理的新概念，对其内涵作了界定，并探讨了其与村民自治的关系。通过对嘉兴市三个村抽样调查数据资料的分析，较系统地反映了村民对计划生育村民治理的理解、评价及参与情况。在此基础上，本文提出计划生育村民治理是农村计划生育管理的一种新模式，同时结合嘉兴市试点村的实际运行情况对这一模式的特点、意义、发展趋向等进行了分析与揭示，并对嘉兴市农村如何完善这一新模式提出了对策性建议更多还原

【Abstract】 The development of rural family planning in our country have obtained great achievement. However .with the development of market economy and democracy of grass roots ,the formerly- pattern of family planning which absolutely depends on the compulsive push of government intervention hasn’t gradually adapted to new environment in country . Thereby. how to bring the affairs of family planning into the way of villagers’self-government ,which turns into the most important task of rural family planning currently . On the basis of summarizing known research literatures and observing experimental unit of Jiaxing, ve put forward the new concept of villagers? government of family planning, confirm its meaning. and disscuss its relation with villagers? self-government as well. By the analysis of the data of spot check in th~ee villages of Jiaxing, the article systemically reflects the villagers?understandings, evaluations and participations toward villagets?self-government of family planning. Given that, the article brings up villagers? self-government of family planning, which is a new model of rural family planning. At the same time combined with the operation of the spot check in Jiaxing, we articulate the characteristic, meanings and tendency of the model, and bring forward some constructive advice about how to consummate the new model for villages in Jiaxing.更多还原
