市场化取向的社会福利观重构

【摘要】 20世纪80年代以来，中国社会发生了市场化取向的社会变迁。当社会发生变迁时，最难以实现真正转变的就是思想文化。加之社会福利事业本来的任务，并不是单纯的行政事务性工作，而是在具体生活过程中处理活生生的一个个具体人的工作，是由人来解决人的问题，是面对面的工作。人的主观观念，即社会福利观，将在其中起到非常重要的作用。这都决定了在社会福利制度的改革中不仅要重视社会福利事业的结构体系构建和政策体系完善，更应该重视这些体系在实际运行当中的适应性和功能性问题。如何重构同当前市场化取向的社会变迁相适应的社会福利观，是一个具有重要意义的现实问题。 本文主要研究市场化取向的社会福利观重构问题。全文主要分为两大部分：首先，对中国的社会福利观重构问题作了理论的分析，在回顾市场化取向的社会变迁发展过程，明确社会福利的范畴，考察中国社会福利的特征、存在的缺陷以及中国社会福利观的现实状况的基础上，提出了市场化取向的社会福利观重构的目标定位和基本原则；其次，选取中国社会福利观重构过程中有现实意义的几个问题进行了专题分析，进一少明确社会福利观重构的目标定位和基本原则。更多还原

【Abstract】 Chinese society has experienced the market-oriented change since 1980s. When a society changed, it is the culture that is most difficult to be changed. Social welfare’s main task is not pure administrative routine: it deals with person-to-person and face-to-face in daily work. The people’s mind, the people?s idea of social welfare, will have an important role. All these decide that in the reforming of social welfare system not only the structure of social welfare system and the betterment of policy system but the effectiveness of them also should he taken into rlnr:it on. How to restr1ictt,rtheiden or snci ii we! hue which complying with present market-oriented social change is a very significant question. The paper deals with the idea of restructuring the social welfare. There are two main parts in the paper. Firstly, the author analyzes the restructuring the idea of social welfare theoretically, after recalling the process of market-oriented social change, making the concept of social welfare clear, putting forward the characteristics of Chinese social welfare the existing weakness and the real situation of the idea of Chinese welfare , the author lodged the goal and basic principle of the restructuring of social welfare ; Secondly, the author has selected several problems that have significance during the process of restructuring the. idea of social welfare, made the goal and principle of restructuring the idea of social welfare clearer.更多还原
