我国电力市场化问题研究

【摘要】 长期以来，世界各国对电力工业主要采取国家垄断经营的模式。这种模式随着电力经济的发展，以及经济全球化进程的加快，越来越暴露出其种种弊端。为此，这些年来，英国、澳大利亚等西方国家就如何在电力行业引入竞争机制，打破垄断，进行了种种探索，并取得了较好成效，降低了电价，促进了经济的发展。我国即将加入WTO，全国上下对于打破行业垄断的呼声日高。电力作为国民经济的重要基础产业，如何稳妥地推进市场化改革，建立规范、公平、竞争、有序的电力市场，这些问题如果不从理论和实践上加以解决，将影响到电力的改革的成功。 因此本文在对电力市场化进行理论探讨的基础上，重点分析了我国电力市场化阶段目标和模式，提出了当前应开展的工作及有关政策建议。 全文共分5章。分别介绍了电力市场化问题研究的意义及主要内容等；阐述了电力市场化改革背景；分析了电力市场的特征；探讨了目前世界电力市场几种主要运作模式：垄断型、买电型、批发竞争型、零售竞争型的特点；阐述了我国电力市场化改革的必要性；提出了我国电力市场化构想，包括电力市场结构，电力市场化分阶段目标的设想等；指出了推进我国电力市场化应解决的问题，其中重点阐述了当前应进一步健全电力市场机制，规范市场行为、开发和完善电力市场所需要的技术支持系统等。 本文认为电力市场化改革是必然趋势。因为它对电力资源的配置起着至关重要的作用。目前，我国应继续推进适合本国国情的电力市场化改革，促进社会经济发展。更多还原

【Abstract】 Electric power industry has been national monopoly in many countries forlong time .The disadvantages of it are exposed more and more, with the developingic and the accelerating of economic globalization. Thus, some western countries such as England and Australia have tried a lot to set up competitive mechanism in electric trade for recent years and made success in lowering the price of electric power. China is going to be a member of the World Trade Qrganization(WTO), people all of the country regard that the trade monopoly must be broken up . Electricity power is a basic industry , it is important that introducing competition into electricity market to work up a standard , equal and competitive market, which need be solved from theory and practice . Otherwise China’s electricity reform may hardly get effect . So based on electricity market theory being discussed in this thesis , the current economic situation of power industry and status of electricity market reforms in China has been analyzed . And policy advice of establishing the effective electricity market is brought forward.This thesis is divided into five chapters . It illustrates the significance and the main content of the research on electricity market, introduces the background , analyses the character, discusses the current model of the electricity market abroad : monopoly system , buying electric power system, wholesale market system , and retail market system, illustrates the necessity of China’s market oriented electricity reform, puts forward the design including the structure and the each stage aim, and points out the problems which must be solved , such as perfecting market mechanism, restricting market behaviors, setting up the supporting system.The thesis concludes that electricity market oriented is a natural trend, which affects greatly power resource allocation . We should enhance electricity orient-maiket to promote the development of socialist market economy.更多还原
